5. PARK DEDICATION REQUIREMENTS: <br />The developer is required to dedicate land, pay a fee, or a combination of land and fee. <br />At this time, the developer has not indicated how they propose to satisfy the park <br />dedication requirement. <br />The park dedication section of the City Code requires the applicant dedicate 10% of the <br />developable acres for park land with a density of up to 3.99 units per acre. The current <br />park dedication fee is $2,400 per unit. Staff is estimating that there are 90 to 110 <br />buildable acres of developable land. Therefore, the developer would be required to <br />dedicate 9 to 11 acres of park land. CONCLUSION: <br />No formal action is required at this time. <br />7. STAFF RECOMMENDATION: <br />Staff recommends that Outlots B & C be dedicated to the City of Hugo for the purposes <br />of a park. The Parks Commission does not need to determine what would be constructed <br />on the possible park properties, but should decide if additional park land is desirable. <br />Staff is supportive of Outlot C being preserved as open space that is owned and <br />maintained by HOA and available to the neighborhood. Staff also recommends a trail be <br />constructed along 125th Street North. <br />8. DISCUSSION: <br />The developer is requesting informal comments on the concept plan. The Parks <br />Commission should discuss the concept and provide input on the following: <br />Proposed Trail System: <br />• Trail along 125th Street <br />• Trail along County Road 7 <br />• Crossings and access to park areas <br />-4- <br />Preserve on Sunset Lake <br />June 20, 2018 <br />
