The developer is proposing to dedicate a .7 acre parcel (Outlot B) to the City for the <br />purposed of expanding the existing City property on Sunset Lake. The City currently <br />owns a .7 acre parcel which was dedicated with Royal Haven Estates. The property is <br />wooded with a slope to the Sunset Lake shoreline. <br />It should be noted that the City also owns a 2.7 acre property which is the peninsula on <br />the north side of Sunset Lake. It is likely that making park improvements to the <br />peninsula would be challenging do to the site conditions and parking challenges. <br />The developer has indicated that a small parcel (Outlot C) would be owned by the <br />association to provide private shared dock access. Staff has discussed with the developer <br />that defining adjacent public and private areas may be challenging. Additionally, the <br />property is very narrow and has a steep slope to the lake. <br />There is not a public boat launch on Sunset Lake. At this time, Staff does not think that <br />the city park property would be suitable for a boat launch with or without an expansion <br />because of the parking that would be needed. Staff does think that with an expansion, a <br />City park could offer a fishing pier or walk-in canoe access or such features. A small <br />parking lot could be constructed with a park expansion to accommodate that level of use. <br />Not all residents within walking distance of the City park property currently have lake <br />access. <br />Trails <br />The sketch plan shows a wood chip trial in the association owned Outlot A. The trail <br />would not be maintained by the city and would not be available for public use. Staff has <br />discussed with the developer a trail on the south side of 125th Street North. City -owned <br />trail are shown in the trails plan along 125th Street North and County Road 7 which is <br />also named Ilies Avenue North and 120th Street. There are no existing trails in this area. <br />To the south, neither the City of Grant nor Washington County show a future trail on <br />County Road 7 in their trail plans. <br />Staff has encouraged a trail to be constructed along 125th Street north to provide access to <br />the future park from the neighborhood at both Hilo Avenue North and the proposed <br />Outlot A trails. Staff has also requested special attention be paid to where safe pedestrian <br />crossings may be made on 125th Street North. <br />Greenways <br />This development is not in a Greenway Corridor. A portion of the wetland in Outlot A <br />has been identified as a High Quality Wetland. There are also Ground Water Priority <br />Areas that are shown to be used for stormwater ponding or a part of Outlot A. <br />-3- <br />Preserve on Sunset Lake <br />June 20, 2018 <br />
