The developer is proposing a park on the east side of the development. The proposed <br />park land is within the City's greenway corridor and has been determined to have natural <br />wooded areas including forest, woodlands, and forested wetlands. <br />Parks <br />With the sketch plan review, the developer presented a concept of an active park with <br />features the City could instruct in the future, including ball fields, a playground, and a <br />pavilion. Currently, a passive park with a trail meandering through the wetlands is <br />shown. Any future active or passive park features on the property will need to be <br />constructed by the City of Hugo. <br />This development is in Neighborhood Park Service Area 2 which is served by Lions <br />Park, Frog Hollow Park, Oneka Elementary School and Heritage Ponds Park. Frog <br />Hollow Park is within walking distance and has a playground. Oneka Elementary has a <br />mixed purpose ball field and playground that are available outside of school hours for <br />residential use. <br />If the park is improved and a parking lot is desired, Farnham Avenue could be extended <br />to make a connection to the park. As an alternative, if the property to the east develops, a <br />developer could approach and propose a road connection which would be installed and <br />paid for by the developer of the property to the east. The City should be open to this <br />alternative. This may mean a revision to the plat to have Outlot J be split into two outlots, <br />one for park dedication and one for a possible road extension <br />5. PARK DEDICATION: <br />The developer is proposing to dedicate 43.06 acres of land for the purposes of a public <br />park on the east side of the development. The property is accessible by trails off of Street <br />4 and Ethan Trail North in the proposed development. <br />Parkland dedication of 9 acres would be required with the 90 acre development. In lieu <br />of a 10% land dedication, the developer could pay a fee of $2,400 per unit. With the 177 <br />proposed units, the park dedication fee would be $424,000. More than half of the 43 acre <br />property that the developer is proposing to dedicate is wetland, but the 20.9 acres of <br />upland still exceeds park dedication requirements. <br />6. STAFF RECOMMENDATION: <br />Staff recommends approval of the park land dedication of 43 acres with "Oneka Place" as <br />proposed by CPDC Pratt Oakwood. <br />-3- <br />Oneka Place <br />May 16, 2018 <br />
