development to maintain the landscaping and the water re -use system. A sub -association <br />will be established for the villa units for snow removal and lawn maintenance. <br />3. PARKS COMMISSION DISCUSSION: <br />At their meeting of November 15, 2017, the Parks Commission reviewed a sketch plan <br />and provided informal comments in regards to trails, park improvements, and park <br />dedication. The plan at that time included a concept on how the park could be developed <br />in a more active way including a pavilion, parking area, and possible sport <br />court/playground and ball fields. In general, the Parks Commission liked the proposal, <br />but realized there are several details to work out. The Parks Commission provided the <br />following comments: <br />• They liked the trails within the development, but wanted to make sure proper <br />connections were made to the proposed park for the residents within the <br />development. <br />• They looked at whether the connections to existing trails and sidewalks were <br />sufficient in addition to planned future trails. <br />• They had concerns about the amount of parking shown on the plan for the <br />proposed active park area. <br />• They questioned the concept of the park showing improvements within wetland <br />areas. <br />• They favorably viewed the wooded areas for wildlife habitat and as a buffer for <br />the trails. <br />• They had questions about the lots that were previously proposed to be located off <br />of Farnham Avenue, as they seems disconnected from the rest of the <br />development. <br />4. PROPOSAL: <br />The developer is proposing to dedicate the 43 acre "Outlot F with the development to <br />satisfy park dedication. The developer is also proposing to construct trails and sidewalks <br />adjacent to all roadways in the development. <br />Trails <br />The applicant is proposing a 10 foot bituminous trail along Oneka Parkway, consistent <br />with the existing trail to the south of the development. An 8 foot trail will be constructed <br />along Ethan Trail N. and Street 3. Trails will connect the neighborhood to the open space <br />at two locations. Sidewalks are required along lots with widths less than 80 feet. <br />Sidewalks are shown along all of the remaining streets. <br />Open Spaces/Geenways <br />-2- <br />Oneka Place <br />May 16, 2018 <br />
