- 2 - <br />Preserve on Sunset Lake <br />October 17, 2018 <br />was shown to owned by the Homeowners Association (HOA), preserve some wetlands <br />and woodlands, and include a possible multi-purpose trail. Outlot B was to be dedicated <br />to the City for the purposed of expanding the existing City property on Sunset Lake. To <br />the south of Outlot B, the developer showed an association owned lake access (Outlot C). <br /> <br />Generally, the Commission spoke favorably of both Outlot B and C being dedicated to <br />the City for a park. The additional acreage would increase opportunities to improve the <br />park properties and provide more safe access off of CR 7. The Commission discussed a <br />fishing pier, kayak access, parking, picnicking, etc. The Commission also stated that they <br />would like to see a trail on CR 7 as shown in the Trails Plan. <br /> <br /> <br />4. PROPOSAL: <br /> <br />The developer is proposing to dedicate Outlot B. Altogether, the outlots include: <br /> <br />Outlot A: Association Owned and Maintained Open Space with a Trail 30 Acres <br />Outlot B: Land Dedicated to the City for Park Expansion 0.93 Acres <br />Outlot C: Lake Access for Lot 4, Block 1 Unknown <br /> <br />Trails <br /> <br />The applicant is not proposing to construct any public trails or sidewalks. However, there <br />are multi-purpose/equestrian trails shown in their proposal for the association owned <br />open space. <br /> <br />Open Spaces/Greenways <br /> <br />This development is not in a Greenway Corridor. A portion of the wetland in Outlot A <br />has been identified as a High Quality Wetland. There are also Ground Water Priority <br />Areas that are shown to be used for stormwater ponding or a part of Outlot A. <br /> <br />Parks <br /> <br />The Parks, Trails, and Open Space Plan does not identify a need for a neighborhood park <br />in this area because it is outside of the Metropolitan Urban Service Area (MUSA). <br />However, the Parks Plan states that “providing access to and protect Hugo’s water <br />resources including wetlands, lakes, and streams is encouraged to build a connected, <br />multi-function parks system”. <br /> <br />The City currently owns a .7 acre parcel that is wooded with a slope to the Sunset Lake <br />shoreline. Outlot B would expand the existing park property along Sunset Lake. There <br />are currently no plans to make park improvements to the property. It has not been a <br />priority for the Parks Commission with their annual goal setting or capital improvement <br />planning. <br />
