Weston Estates Preliminary Plat & Final Plat <br />Page 2 <br />3. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The subject properties are zoned Future Urban Service (FUS) and have a Mixed Use <br />(MIX) land use according to the 2030 Comprehensive Plan. There are three parcels <br />excluded from the plat, but within the neighborhood, that share the same zoning and land <br />use designations. The property to the south is zoned General Business (C-2) and Single <br />Family Detached Residential (R-3) and has both a MIX and Low Density Residential <br />(LD) land use designation. The property to the east is a four acre single family residence <br />also zoned FUS with a MIX land use designation. Properties to the north are single <br />family homes, zoned FUS with a MIX land use designation. The property to the west, <br />across TH 61, is zoned Restricted Industrial (RI -1) and has an Industrial (IND) land use. <br />This property is currently being operated as an industrial business. <br />B. Natural Site Characteristics <br />Currently the area has three parcels that have single family homes on them and seven <br />vacant parcels. The properties are relatively flat and heavily wooded. A large portion of <br />the site is within the floodplain. <br />4. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a preliminary plat is limited to whether or <br />not the proposed plat meets the standards outlined in the Comprehensive Land Use <br />Regulations. If it meets these standards, the City must approve the preliminary plat. <br />B. Consistency with Ordinance Standards <br />PRELIMINARY PLAT <br />Lot Requirements <br />The FUS zoning district requires a minimum lot size of 20 acres, lot width of 300 ft. and <br />lot depth of 480 ft. None of the existing parcels within the proposed plat conform to the <br />requirements of the FUS zoning district. <br />Parcel 1: This single family home currently sits on approximately 0.51 acres. The plat <br />indicates the east property line extending approximately 40 ft. further east, therefore, <br />creating an approximately 0.64 acre parcel. Although this property will still not meet <br />FUS lot size standards, this change will reduce the non -conformities by increasing the lot <br />size as well as the lot width. <br />
