Schwieters Site Plan and CUP <br />Page 10 <br />The applicant shall be responsible for all necessary state and local permits. <br />(13) The proposed use is adequately buffered and screened from noncompatible land uses and <br />public rights-of-way. <br />The outdoor storage area is has woodlands on the west side. The applicant is proposing <br />landscaping that will adequately screen the area from the north and east sides. Staff is <br />comfortable with the location and the proposed screening methods. <br />Campus Development <br />The term "campus development" means two or more principal buildings on any lot or parcel. All <br />campus developments shall be constructed under a master plan prepared by a professional, <br />registered, architect, and approved as a provision of the conditional use permit for the site. The <br />applicant is requesting approval of a campus development to allow multiple buildings on the <br />property. As noted above, the applicant is only requesting site plan approval for Phase 1 for the <br />manufacturing/warehousing building. <br />The applicant has provided options for how the property could develop in three phases. In the <br />review of the CUP for a campus development the Planning Commission is simply providing a <br />recommendation on the suitability of the site layout for additional buildings. The applicant would <br />be required to come back before the Planning Commission with a formal site plan application <br />prior to construction of the buildings. Approval of the campus development would give the <br />applicant assurance that the additional buildings would be allowed subject to site plan approval <br />and provided the buildings are consistent with the campus development CUP. In the absence of <br />the campus development, the applicant would only be able to construct one building on the <br />property. <br />The future buildings in the campus development would receive access from Fenway Boulevard <br />North. An additional access driveway is proposed for the office/warehouse building on the north <br />side of the property. <br />Campus developments or multiple buildings on a single lot are common in industrial and <br />business parks. This type of development allows for the efficient use of the property by allowing <br />shared access, parking, circulation, and stormwater management. <br />The Planning Commission must review the application for a conditional use permit with the <br />standards listed in Section 90-37 of the City Code. Staff used these standards to review the <br />application and found that the request meets the applicable standards as follows: <br />(1) The proposed use is permissible by law. <br />Campus developments are allowed in the Business Park (BP) zoning district with a CUP. The <br />use is permissible by law. <br />(2) The proposed use is in keeping with the spirit and intent of this chapter. <br />
