The City Council will review and approve the final plat. <br />The property totals approximately 30 acres with 11 acres of wetland throughout the site. The <br />property is zoned Business Park (BP) and is guided as Business Park (BP) in 2030 <br />Comprehensive Plan. <br />2. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The properties to the north are zoned Planned Unit Development (PUD) and are occupied by <br />townhome developments. The properties to the east are zoned General Industrial (I-3) and are <br />occupied by industrial businesses. The property to the south is zoned Business Park (BP) and is <br />occupied by the Xcel Energy Training Center. The property to the west is zoned Large Lot <br />Single Family Residential (R-1) and is occupied by the City owned Clearwater Creek Preserve <br />park. <br />B. Existing Site Characteristics <br />The property consists of farmland, woods, and wetlands. The wetlands are located within the <br />wooded areas and two wetland basins are located in the center of the site. <br />3. BACKGROUND: <br />It is December 21, 2017, meeting the Planning Commission reviewed and commented on a <br />sketch plan for this development. The development that is proposed with these applications is <br />very similar to what the Planning Commission reviewed. During the sketch plan review the <br />Planning Commission had questions on the phasing and wanted to ensure the exterior storage <br />was adequately screened from view. There were comments from Commissioners that the plan <br />was generally well good. <br />The applicant is proposing to manufacture floor panels and roof trusses to complement their <br />existing business in the Bald Eagle Industrial Park. The manufacturing of these products includes <br />exterior storage of raw materials (wood) and the finished product. The raw materials would be <br />stored in a combination of outdoors and within the manufacturing/warehouse building and later <br />in the future a warehouse/cold storage building on the north side of the property. The products <br />would be built within the manufacturing building and then stored outdoors on the south side of <br />the building until processed for shipment and sent out on trucks and by rail. Both the raw <br />materials and finished products would be delivered and shipped by trucks and rail. This <br />expansion of the business on the site would provide the applicant an ideal layout to manufacture <br />the new products and to grow the business. <br />
