Page 6 <br />are parked overnight outdoors. The applicant has stated the location of the parking is would <br />likely be on the north side, which is planned to have seven parking spaces. The plans do not <br />formally show a storage location and vehicles shall not be stored on site. <br />Building Height <br />The zoning ordinance limits building height to 35 feet. The applicant is proposing the building, at <br />its highest point to be 30 feet. The applicant meets the building height requirements. <br />Building Coverage and Lot Coverage <br />The ordinance limits lot area to be covered by a building up to 40% and lot area to be covered by <br />impervious surface up to 70%. The building will cover 8% of the lot and impervious surface will <br />be 40%. The proposed site plan complies with the coverage requirements. <br />Lighting <br />The applicant has submitted a lighting plan for the project that includes two pole light that are in <br />the parking lot. The pole lights shall be no taller than 20 feet in height, per City Code. There are <br />also exterior wall lights proposed for all sides of the building. The lights are proposed to be <br />downcast fixtures. Attached to the report are the pole and wall lights that have been proposed for <br />the building. Staff will continue to work with the applicant on the fixture types and locations to <br />ensure they are directed away from the properties to the east. All lighting for the project shall be <br />downcast cut-off fixtures to direct light away from adjoining properties and public streets. <br />Landscaping <br />Based on the type and size of the proposed building and the dimensions of the site, the <br />landscaping plan should include a minimum of 15 deciduous shade trees, 8 coniferous trees, 8 <br />ornamental, and 47 shrubs. The applicant is proposing to substitute 7 deciduous trees for 7 <br />additional coniferous tress to buffer the use from the residential properties to the east. It's in <br />staffs opinion that this is a good substitution. The applicants landscape plan meets all of the <br />City's landscape requirements for a commercial development. The landscaping surrounds the <br />building on all sides and is located within the parking lot in the islands. The applicant is also <br />preserving some trees that exist on the site in the south east corner. Staff recommends the <br />applicant include additional trees along the west side property line. <br />There is a row of mature coniferous trees on the east side of the east property line that are not on <br />the property in question. They will remain to buffer this project from the townhomes to the east. <br />The applicant is proposing additional trees to further buffer the uses. The applicant is showing <br />proposed grading that is close to the existing trees. Staff has recommended that the applicant <br />have an arborist look at the grading plan and ensure that the tress will not be damaged at all due <br />to the proposed grading. <br />The entrance area and foundation is landscaped with shrubs and perennials that exceeds the <br />City's landscape requirements. The plan also the site to be mostly seeded. <br />71 <br />
