Page 7 <br />Fencing and Screening <br />The applicant is not proposing any fencing for this development. There is additional landscaping, <br />from the existing mature trees on the east property line, that is being proposed for the east side of <br />the site to screen the building from the residential uses to the east. <br />The applicant is proposing to have the trash enclosure on the northeast potion of the building. <br />The trash enclosure will be constructed of the rock face block used on the building with metal <br />gates that are a bronze color. There will be a cover on the trash enclosure. <br />Architecture and building materials <br />The building material consists of a buff colored split -face block at the base of the building in the <br />office area. The stone at the main entrance is proposed to be rectangular in shape and the color is <br />Prairie Bluff Newbury. The office area is proposed to be EFIS in a color that matches the pre -cast <br />concrete wall panels used for the auto repair area of the building. The precast concrete wall <br />panels are proposed to have a texture combining a smooth and raked finish in a buff color. The <br />overhead doors are proposed to be a bronze color. <br />The main entrance of the building is clearly defined and provides a focal point that will be highly <br />visible to the public. There are several widows on the building and with architectural canopies at <br />the main entrance. There is a cornice detail along most of the roof lines. The eastern portion of <br />the building consists of the repair shop and has varying wall heights. The applicant has stated that <br />the proposed precast concrete panels provides a durable exterior finish as well as energy efficient <br />and structurally sound building shell. Natural daylighting is planned with high bay windows that <br />are evenly spaced within the wall panels. There are three main overhead doors for vehicle <br />entrances, two on the north side and one on the east side of the building. It's in staff's opinion <br />that the overhead door placement is good. <br />The Commercial and Industrial Design Guidelines state that precast concrete wall panels (tip -up <br />concrete panels) are a prohibited material, except when used for industrial building construction. <br />This is a commercial building in a commercially zoned area. The intent of the prohibition was to <br />discourage box shaped buildings, long walls with no details, and an industrial park feel in a <br />commercial zoning district. The applicant has done a generally good job of creating a building <br />footprint that is not shaped like a box and has provided several windows, horizontal and vertical <br />projections, and is providing a cornice along the rooflines, all of which are typical details to <br />commercial buildings. The applicant is proposing architectural elements to the precast concrete <br />wall panels. For these reasons staff is comfortable with the use of precast concrete wall panels for <br />a portion of the building. The building architecture complies with the City's construction <br />standards and guidelines for commercial buildings. <br />7 <br />
