In particular, we have reviewed the following plans related to <br />this particular request: <br />• Construction Plans for Site Grading, Sanitary Sewer, Watermain, Storm Sewer, Concrete Curb <br />and Gutter, Bituminous Pavement, Restoration and Miscellaneous Construction for Sullivan Day <br />Construction submitted on June 25, 2018. <br />• Rational Method Storm Sizing Spreadsheet submitted June 25, 2018 <br />• Stormwater Management Plan dated June 1, 2018 <br />• Geotechnical Report prepared by CVT dated May 31, 2018 <br />Based on our review, we offer the following comments regarding the concept plan: <br />Site Grading <br />1. The applicant will need to apply for an MPCA NPDES permit due to the size of area disturbed. <br />The City will need to receive a copy of this permit in advance of any work taking place. <br />2. Staff had reviewed the submitted soil borings for the site and noticed that a petroleum odor was <br />observed at two of the locations. This was brought to the development teams attention. The <br />applicant is now performing a Phase 1 Environmental Site Assessment and will be completing <br />laboratory testing on the material to determine the extent of any potential contaminated material, <br />if any. <br />3.
