Interim Use Permit for a Solar Farm located north of <br />165th Street North and west of Henna Avenue North. <br />DATE: August 17, 2018 for the Planning Commission Meeting of August 23, <br />2018 <br />ZONING: Future Urban Service (FUS) <br />LAND USE: Low Density Residential (LD) <br />REVIEW DEADLINE: October 4, 2018 (120 -days) <br />1. PLANNING COMMISSION MEETING THURSDAY, JULY 26,2018: <br />At its meeting on Thursday, July 26, 2018, the Planning Commission held a public hearing and <br />considered the applicants request. There were nine people that spoke during the public hearing, <br />including the applicants representative. <br />There were comments and concerns that were made from several of the residents. Following <br />describes the comments and concerns: <br />1. Concerns from a resident about wind ratings of the solar panels and them blowing on to <br />other properties during a severe storm event. <br />a. The applicant stated that the panels would be designed and installed per building <br />code requirements. <br />2. Concerns that the property would become a dumping ground and a suggestion of a gate at <br />the main entrance was stated. <br />a. The applicant stated that the plans would be revised to include a gate. <br />3. Statements were made that solar farm would depreciate the value of the surrounding <br />property. <br />a. The applicant stated that in another City they conducted a study that found that the <br />solar farm did not impact the surrounding property values, either up or down. <br />4. One resident stated they had concern about the wildlife in the area. <br />a. The applicant stated that they will seed with native plants within the solar areas and <br />that the panels will not harm birds or other wildlife. <br />5. Concerns that the solar farm did not fit in with the character of the area. <br />
