FastSun 4, LLC. Solar Farm IUP <br />Page 2 <br />6. Many residents stated they did not want to see the solar farm. <br />7. Many residents stated that the landscaping should surround the solar farm for screening <br />purposes. The tress should be in a mature state, not small trees. <br />8. Concerns that there were hazardous material within the panels that would harm the ground <br />water. <br />The Planning Commission wanted to see revisions to the plans and also wanted to review <br />additional information regarding the solar farm. The Planning Commission tabled the request. The <br />Planning Commission requested the following revisions and information: <br />1. Revise plans to show landscaping on all sides of the solar farm and the landscaping shall <br />consist of coniferous (evergreen) trees. <br />2. A maintenance agreement shall be provided for the landscaping to ensure if it dies it will <br />be replaced by the applicant. <br />3. Revise the plan to include a gate on 165th Street at the driveway entrance. <br />4. Revise the NP to review the permit every 5 years. <br />5. An insurance policy shall be in place for the solar farm. <br />6. Provide the design of the panels (specifications) <br />7. Provide information that the panels are not hazardous. <br />8. Provide information on the stormwater management for the site. <br />The applicant has provided a revised landscape plan with 6 to 8 feet tall Black Hills Spruce and <br />Red Cedar trees. It is not recommended that the applicant put landscaping within the wetland areas. <br />Staff recommends that the plan be revised to add trees along the entire south property line, where <br />the wetlands are not shows. Staff recommends that the applicant show staggered, two row, <br />landscaping with a combination of the Black Hills Spruce and Red Cedar. Staff will continue to <br />work with the applicant on the landscape plan. The applicant added a gate to 165th Street at the <br />entrance into the site. <br />The applicant provided additional information on the solar panels and a report on health and safety <br />impacts of solar panels. Further, a solar farm does not require a hazardous waste generators license. <br />The applicant has stated that there will not be any batteries for the solar panels or components. <br />Staff updated the IUP to include the following: <br />1. Review every five years. <br />2. The applicant shall provide: <br />a. An issurance policy. <br />b. A stormwater management plan to be reviewed and approved by City staff. <br />c. A landscape maintenance agreement shall be reviewed and approved by staff. <br />d. A cash escrow per the grand total amount for decommissioning and site restoration <br />estimate. <br />It is in staff's opinion that the applicant has provided the items requested by the Planning <br />Commission. <br />2 <br />
