Minutes for the Planning Commission Meeting of Thursday, October 13, 2016 <br />Chair, Kleissler called the meeting to order at 7:01 p.m. <br />PRESENT: Arcand, Kleissler, Lessard, Patzner, Rosenquist. <br />ABSENT: Knauss, McRoberts. <br />STAFF: Bryan Bear, City Administrator <br />Rachel Juba, Planner <br />Rachel Leitz, Community Development Assistant <br />Approval of Minutes for the Planning Commission Meeting of September 22, 2016 <br />Commissioner Patzner made a motion, seconded by Commissioner Lessard, to approve minutes for the meeting <br />of September 22, 2016. <br />All Ayes. Motion carried. <br />Commissioner Arcand abstained. <br />Brie Backer — 9052 140t-h Street North — Minor Subdivision and CUP <br />Leitz presented on a minor subdivision and CUP request for properties generally located north of 140th Street <br />and west of Keystone Avenue. She stated that the applicant is requesting approval of a minor subdivision of an <br />approximately 32.68 acre parcel and a 20 acre parcel located immediately west of the property. The applicant is <br />proposing to combine the two parcels and split them into a 14.48 acre parcel, a 20 acre parcel, and an 18.20 acre <br />parcel. Leitz described that the CUP is for approval of a shared driveway that provides access to an already <br />established parcel to the north. Leitz stated that the existing driveway meanders through four parcels and a <br />CUP is required for a driveway if it is shared by two or more separate parcels or lots of land. Leitz stated that <br />the proposed lots meet the required lot depth, width, and size requirements in the AG zoning district and meets <br />all necessary criteria for a minor subdivision. Leitz briefly explained three of the thirteen standards used to <br />evaluate a CUP and stated that the request meets all necessary standards. Leitz stated that staff recommends <br />approval of the minor subdivision and conditional use permit (CUP), subject to the conditions listed in the <br />attached resolution. <br />Chair Kleissler invited the applicant to the podium to speak. <br />Brigg Backer, 9052 140th Street North, approached the podium. He stated that this land has been in the family <br />for decades and some of their family are interested in purchasing the proposed new parcels, which will keep <br />much of it within the family. He stated that the family really wanted to make sure their request kept the <br />character of the area and believes they accomplished that with their request. <br />Chair Kleissler opened the public hearing at 7:08 p.m. <br />No one was in the audience. <br />Chair Kleissler closed the public hearing at 7:09 p.m. <br />Commissioner Rosenquist made a motion, Commissioner Arcand seconded, to recommend approval of the <br />minor subdivision and conditional use permit (CUP), subject to the conditions listed in the attached resolutions. <br />All Ayes, motion carried. <br />
