4�0NES°r��o Minnesota Department of Transportation <br />a Metropolitan District <br />may, ,° Waters Edge Building <br />oF:RPS 1500 County Road B2 West <br />Roseville, MN 55113 <br />March 9, 2019 <br />Rachel Juba <br />City Planner City of Hugo <br />14669 Fitzgerald Avenue <br />Hugo, MN 55038 <br />SUBJECT: Adelaide Landing <br />MnDOT Review # P 17-015 <br />NE quad US 61 and 130th St. <br />Hugo, Washington County <br />Control Section 8206 <br />Dear Ms. Juba: <br />The Minnesota Department of Transportation (MnDOT) has reviewed the above referenced plat <br />for the proposed Adelaide Landing development in compliance with Minnesota Statute 505.03, <br />subdivision 2, Plats. Before further development, please address the following issues: <br />Traffic <br />• There are no plans at this time to expand US61 to a 4-lane facility. <br />• If safety concerns arise at 134th St or 137th St due to people avoiding the signals at 130th St or <br />140th St, there is no certainty that additional traffic control would be the solution. Any <br />additional traffic control would have to meet warrants and spacing guidelines as well as fit <br />into the larger plan for the corridor. Potential solutions to explore would likely include <br />limiting movements at these intersections. <br />• Any changes to speed limits would require a traffic study to be done by MnDOT. Additional <br />access with increased side street traffic rarely impacts traveled speeds significantly. If there <br />is a wish to lower speeds on 130th and 140th in the future, engineering solutions for traffic <br />calming would likely be necessary. <br />For questions regarding these comments please contact Kaare Festvog at 651-234-7814 or <br />kaare. festvo gnstate.mn.us. <br />Design <br />There appears to be grading identified on MnDOT right of way however on Sheet 8 there are <br />notes that there is a difference between the existing and proposed right of way line.
