Ms. Rachel Juba
March 17, 2017
Page 3
• We are working with the applicant to determine whether or not the water reuse system will
generate stormwater management credits beyond those required to meet their own permitting
requirements. The City should include in its use agreement with the HOA that excess credits
generated are the property of the City.
Utilities
15. Water service is available to the property via existing watermain connection points adjacent to the
property. The water system will be looped through the proposed development, and be extended to
plat boundaries to allow for extension in the future.
16. The development will include some trunk watermain consistent with the City's Comprehensive Water
Supply Plan. Any trunk watermain installed as part of the project will be eligible for oversizing credit,
which will be addressed in the Development Agreement.
17. The sanitary sewer will be connected to the existing system to provide sewer service to the
development, which is generally consistent with the City's Comprehensive Plan. The proposed plan
will require adjustments to the sewer service areas, which is reasonable with a minor modification to
an existing forcemain, which extends from the lift station on 130th Street. The forcemain will be
improved as part of the 130th Street improvements, with the Developer funding a portion of the cost.
This will be outlined in the Development Agreement.
18. Water and Sewer trunk fees will apply to the project, and will be reviewed as the project moves
forward.
19. Existing private utilities extend through the site. Xcel Energy has overhead transmission line
extending through the site (east/west) and Koch pipeline has an underground pipeline extending
through the site. The applicant will need to provide documentation from Xcel Energy and Koch
indicated any restrictions there are within their easements.
Thank you for the opportunity to provide comments on this project.
