Western Spring Site Plan
Page 2
B. Existing Site Characteristics
The 4.7 acre property has no wetlands and is buildable. The site has remained vacant for several
years and is relatively flat with few trees. The property has a 60 -foot -wide roadway easement
located across the east property line and the easement continues south to 130th Street.
3. BACKGROUND:
In July 2016, the City Council approved a preliminary plat and final plat to allow for a 9.42 acre
parcel to be split into two 4.71 are parcels. At that time, the applicant only requested approval
for the lot split and no approval for development was proposed. For that reason, the applicant
must request approval of a site plan for the development of a manufacturing, warehouse, and
office facility on Lot 2, Block 1, Bald Eagle Industrial Park Sixth Addition.
4. ANALYSIS:
A. Level of City Discretion in Decision -Making
The City's discretion in approving or denying a site plan is limited to whether or not the
proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If
it meets these standards, the City must then approve the site plan.
B. Consistency with Ordinance Standards
Site Plan
Setbacks
The proposed development complies with the 30 -foot front and rear yard setback. The ordinance
requires a side yard setback equal to the height of the building, in no case less than ten (10) feet,
and a six (6) foot parking setback from all lot lines. The proposed development complies with
the setback requirements.
Building Height
The General Industrial zoning district has a maximum building height of 50 feet. The building
height will be approximately 25 feet. The proposed plan complies with the height requirements.
Building Coverage and Lot Coverage
The ordinance limits the lot area to be covered by a building up to 40% and covered by
impervious surface up to 80%. The proposed site plan complies with the coverage requirements.
