Western Spring Site Plan <br />Page 4 <br />The ordinance requires all exterior storage areas to be screened from view from the adjacent <br />properties. All exterior storage areas are required to be stored on pavement. The applicant is not <br />proposing any exterior storage. <br />Street Access and Vehicle Circulation <br />The site has access from Fenway Boulevard North. The applicant is proposing 2 entrances into <br />the site, with the southern entrance proposed specifically for semi -truck access to the loading <br />docks. Staff is comfortable with the access to the site. <br />The applicant has proposed keeping truck traffic separate from regular vehicle traffic. They have <br />shown a turning model for the movement of the semi -trucks. If the applicant decides to change <br />this model in the future, they have accommodated circulation for semi -trucks to exit out of the <br />north entrance, as well. Staff is comfortable with the circulation of the site. <br />The property has a 60 -foot -wide roadway easement located across the east property line and the <br />easement continues south to 130th Street. The easement currently does not have an improved <br />roadway, however could be used to provide access to the site in the future; a roadway would <br />need to be constructed to do so. <br />Parking <br />Section 90-253 of the City Code provides parking requirements. Based on the proposed use and <br />the size of the building, 81 parking spaces are required. The plan shows 29 parking spaces with <br />52 parking spaces shown as proof of parking. The applicant has indicated that they currently <br />employ 15 people in two shifts. Eight (8) team members begin at 6:00 am and seven (7) team <br />members begin at 7:00 am. With the number of employees and the staggered shifts, staff is <br />comfortable with the request of constructing 29 parking spaces. Staff is comfortable with the <br />proof of parking concept and has added a condition that at any time deemed necessary by the <br />City the applicant will be required to construct the proof of parking. <br />Trails <br />There is a City trail on the west side of Fenway Boulevard North. The applicant is not proposing <br />any sidewalks or trails with this development. <br />Building Architecture <br />The building material for the Western Spring facility consists of precast tip -up concrete panels. <br />The intent is to ensure the building is constructed of quality materials that require minimum <br />maintenance. The applicant has provided elevations that show colorations that include buffs, <br />tans, browns, and reds. The concrete panels are proposed to have an aggregate panel texture. <br />These elements, the addition of windows on all elevations, and the use of awnings on the north <br />elevation, visually break up the massing of the building walls. <br />
