Western Spring Site Plan <br />Page 5 <br />It is in staff's opinion that the proposed building is well designed and appealing and meets the <br />Commercial and Industrial Design Guidelines. <br />Signage <br />The applicant is proposing a sign on the west elevation of the building. Staff has discussed with <br />the applicant that a sign permit application will be required before the installation of any sign on <br />the property or building. It has been added as a condition that a sign permit application will be <br />required to be reviewed and approved by City staff prior to any sign installation. <br />Drainage/Grading <br />The property is within the drainage area of the Bald Eagle Industrial Park Pond project <br />completed when the Industrial Park was developed. As a result, a portion of the stormwater <br />storage and treatment requirements are met. The rules of Rice Creek Watershed District for <br />Stormwater Management (in addition to City requirements) apply to the site. The applicant has <br />proposed an infiltration basin and a pretreatment basin to address these requirements. The basin <br />has been sized to accommodate the proposed building, and all parking areas, including the proof <br />of parking. The infiltration basin would hold and additional 0.9 acres that may be used with <br />future building expansion. City staff will continue to work with the applicant to address <br />technical design and other minor issues, which generally will not affect the site plan, as the <br />project moves forward. <br />The City stormwater trunk fee will apply to these parcels, and will be calculated and collected at <br />the time of building permit. <br />The applicant has proposed an outlet located on the southern property line. This outlet is <br />proposed to collected drainage from the proposed site as well as a site the applicant owns along <br />130th Street North. Because of this, staff has required the applicant to draft and execute a <br />stormwater drainage and maintenance agreement between the two parcels, which will be added <br />as a condition of approval. <br />Utilities <br />Sanitary sewer service is available within Fenway Boulevard via the Met Council Environmental <br />Services (MCES) Forest Lake Interceptor. Direct connection to the MCES sewer is not allowed; <br />however, the plat documents show sewer stubs near the south property line of Lot 2 and the north <br />property line of Lot 1. These stubs should be verified by the applicant before any development <br />occurs on site. If the sewer stub is not present as it is currently shown on the plans, the <br />contractor is to coordinate the connection and any corresponding permitting with the City to <br />excavate in the City street and with Metropolitan Council Engineering Services to connect to the <br />MCES interceptor. <br />Water service is available to the property from within Fenway Boulevard. These stubs should be <br />verified by the applicant before any development occurs on site. If the water service stub is not <br />present as it is currently shown on the plans, the contractor is to coordinate the construction and <br />
