EXISTING <br />Sec. 90-253. - Parking and loading. <br />It is unlawful for any person to construct any building or facility, or to use a property, unless such <br />property shall have adequate parking, loading, driveway, and access road facilities, as required in this <br />section. It is unlawful for any person to construct any parking area, loading area, driveway or access road, <br />except in conformance with this chapter. <br />(1) Parking areas for five or more vehicles must be approved by the city engineer prior to <br />construction. <br />(2) Parking facilities shall be constructed to meet the following design requirements: <br />a. Except for handicapped parking spaces and parallel parking spaces, each parking space <br />shall not be less than nine feet wide and 20 feet in length, exclusive of access aisles. <br />b. Parking spaces designated for handicapped parking shall meet the requirements of the <br />Americans with Disabilities Act. <br />c. Parallel parking spaces shall be at least 22 feet in length and eight feet in width. <br />d. Except for single-family and townhouses, parking areas shall be constructed so that <br />circulation between parking bays or aisles occurs within the parking areas, and does not <br />encroach on any public street or road right-of-way. <br />e. Driveway access to parking areas shall comply with section 90-222, except that no parking <br />lot entrance may be located within 60 feet of the intersection of two public streets. <br />f. No curb cut shall exceed 32 feet in width on state highways, or 24 feet in width for all other <br />public roads, except by conditional use permit. <br />g. The grade elevation of any parking area or driveway shall not exceed ten percent. <br />h. As a minimum, each parcel of land shall be allowed one curb cut on a city street; otherwise, <br />one curb cut shall be allowed for each 150 feet of road frontage on a city collector street, <br />and one curb cut for each 125 foot of frontage on all other city streets. Credit for fractions of <br />the required frontage shall not be granted. <br />L Curb cuts on county roads and state highways shall meet the requirements of the permitting <br />agency. <br />j. Except in the agricultural, long-term agricultural and rural residential districts, all parking <br />areas shall be paved with bituminous, concrete, pavers, or other approved dustless and <br />erosion -resistant material. Positive drainage control through use of curb, gutter, storm sewer, <br />or approved means shall channel all stormwater from parking areas into a public drainage <br />channel. Treatment of stormwater runoff shall comply with national urban runoff protection <br />standards prior to discharge into the public stormwater drainage system, unless the property <br />is served by a regional treatment facility. <br />k. Except for single-family homes, and driveways to garages at townhouse sites, all parking <br />stalls shall be delineated by white or yellow painted lines at least four inches in width. <br />I. Except for single- and two-family dwellings, all off-street parking areas shall have a <br />continuous concrete perimeter curb around the entire parking lot. <br />m. All open, off-street parking areas of five or more spaces shall be screened from abutting <br />residential districts and uses. <br />n. Adequate snow storage space shall be provided so as to maintain the minimum number of <br />required parking spaces in the winter months. If excessive snow cannot be stored on site <br />while maintaining the minimum number of parking spaces required, the owner of the parking <br />area shall remove the snow from the site. <br />Page 1 <br />
