Staff has discussed with the applicant that a sign permit application will be required before the installation of any sign on the property or building. It has been added as a condition that a sign permit application will be required to be reviewed and approved by City staff prior to any sign installation. Drainage/Grading The rules of Rice Creek Watershed District for Stormwater Management (in addition to City requirements) apply to the site. The applicant has proposed an infiltration basin and a pretreatment basin to address these requirements. The basin has been sized to accommodate the impervious area on site and includes a swale that encroaches into the property dedicated to the City for MnDOT ROW purposes. Staff will add a condition of approval that a drainage and utility easement over these areas shall be reviewed and approved by staff prior to recording. Staff is comfortable with the request to allow this small area in the City ROW for drainage purposes and it shall be added as a condition that this area is included in an encroachment agreement with the applicant. The City stormwater trunk fee will apply to this parcel, and will be calculated and collected at the time of building permit. Utilities The applicant is not proposing to connect to City utilities for this project, however, there is a sewer pipe that runs through the east side of the property. The applicant has done a good job to accommodate for future City maintenance on this pipe. It is a condition of approval that the sewer easement is added into the drainage and utility easement document to be reviewed and approved by City staff prior to recording. Fire Protection Plan The applicant has proposed to locate a fire hydrant in the right of way on the north side of 152nd St. N. and west of the proposed entrance to the site. This proposal will allow the fire department proper access to the site in case of emergency. Wetlands In December 2016, the Technical Evaluation Panel (TEP) approved a wetland delineation for the site. The applicant is not proposing to impact any wetlands on site. Park Dedication Park dedication fees do not apply to industrial properties.
