Gopher State Ministorage Site Plan <br />Page 5 <br />The applicant is not currently proposing a sign on the building. Staff has discussed with the <br />applicant that a sign permit application will be required before the installation of any sign on the <br />property or building. It has been added as a condition that a sign permit application will be <br />required to be reviewed and approved by City staff prior to any sign installation. <br />Drainage/Grading <br />The rules of Rice Creek Watershed District for Stormwater Management (in addition to City <br />requirements) apply to the site. The applicant has proposed an infiltration basin and a <br />pretreatment basin to address these requirements. The basin has been sized to accommodate the <br />impervious area on site and includes a swale that encroaches into the property dedicated to the <br />City for MnDOT ROW purposes. Staff will add a condition of approval that a drainage and <br />utility easement over these areas shall be reviewed and approved by staff prior to recording. <br />Staff is comfortable with the request to allow this small area in the City ROW for drainage <br />purposes and it shall be added as a condition that this area is included in an encroachment <br />agreement with the applicant. <br />The City stormwater trunk fee will apply to this parcel, and will be calculated and collected at <br />the time of building permit. <br />Utilities <br />The applicant is not proposing to connect to City utilities for this project, however, there is a <br />sewer pipe that runs through the east side of the property. The applicant has done a good job to <br />accommodate for future City maintenance on this pipe. It is a condition of approval that the <br />sewer easement is added into the drainage and utility easement document to be reviewed and <br />approved by City staff prior to recording. <br />Fire Protection Plan <br />The applicant has proposed to locate a fire hydrant in the right of way on the north side of 152nd <br />St. N. and west of the proposed entrance to the site. This proposal will allow the fire department <br />proper access to the site in case of emergency. <br />Wetlands <br />In December 2016, the Technical Evaluation Panel (TEP) approved a wetland delineation for the <br />site. The applicant is not proposing to impact any wetlands on site. <br />Park Dedication <br />Park dedication fees do not apply to industrial properties. <br />
