■ <br />WSB <br />477 Temperance Street I St. Paul, MN 55101 1 (651) 286-8450 <br />July 7, 2017 <br />Ms. Rachel Juba, City Planner <br />City of Hugo <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br />Re: Preliminary Site Plan Review <br />Xcel Energy Gas Training Facility — Phase 4 <br />WSB Project No. 010372-000 <br />Dear Ms. Juba: <br />We have reviewed the preliminary site plan and drainage analysis/calculations submittal for the above - <br />referenced project. In particular, we have reviewed the following plans related to this particular request: <br />• Plan set (8 sheets) dated June 12, 2017, prepared by RSP Architects and Rehder & <br />Associates <br />• Storm Water Management Calculations dated June 12, 2017, prepared by Rehder & <br />Associates <br />Based on the review of the application materials, we offer the following comments related to this <br />application: <br />General <br />1. Phase 4 improvements include construction of a future 12,000 square foot substation building, <br />construction of a 0.91 acre gas training site, and the associated bituminous driveway extension to <br />match into previous phases of this project. A lot combination is proposed to eliminate the northern <br />property line and combine with the adjacent parcel to the north, as both parcels are owned by Xcel <br />Energy. Stormwater basins for pretreatment and infiltration are proposed to manage stormwater <br />runoff on site. <br />2. The project site was previously approved for a total of 50,000 square feet of building area. After the <br />proposed improvements, the new building area totals 53,000 square feet (plus small house <br />simulators). From a stormwater perspective, the increase in building area is already taken into <br />account in the new impervious totals, and should not negatively affect the site's overall drainage. <br />Utilities <br />3. No additional site utility work for water or sanitary sewer will be needed beyond what has been <br />proposed for previous phases of this project. <br />Stormwater Management <br />4. The stormwater treatment facilities approved under Phase 1 have been designed to treat the runoff <br />for the Phase 3 improvements. <br />5. The Phase 4 improvements include an increase in impervious area of 1.03 acres (0.64 acres current <br />& 0.39 acres future). The applicant states that the existing pretreatment basin and infiltration basin <br />have the capacity to treat an additional 0.30 acres of impervious area.
