Development Approach <br />Rapid residential development in the region from the late 1990s through 2005 caused the City of Hugo to reevaluate development opportunities <br />in the City. The City Council authorized an extensive public participation process to update the Comprehensive Plan in 2007. A large area of the <br />City was added to the Metropolitan Urban Service Area (MUSA) in 2007, and it is expected that the City will develop to these regions within the <br />timeframe of this Comprehensive Plan. <br />The 2040 Land Use Plan (Map xx) shows no changes from the 2030 Land Use Plan for the currently urbanized area of Hugo. The City identified <br />four key areas in 2030 where land use may undergo change, and anticipates that these areas will continue to evolve through 2040. The areas <br />include: <br />1. Downtown Hugo <br />2. The property at the northeast corner of Highway 61 and 120th Street <br />3. The property at the intersection of Highway 61 and 140th Street <br />4.
