Minutes for the Planning Commission Meeting of Thursday, September 43, 2048 <br /> Chair Kleissler called the meeting to order at 7:01 p.m. <br /> PRESENT: Arcand, Derr, Kleissler, Lessard, Tjernlund, Luchsinger <br /> ABSENT: None <br /> STAFF: Rachel Juba, Community Development Director <br /> Pierre Giguere, Community Development Intern <br /> Oath of Office for David Fry <br /> Planning Commissioner David Fry took the Oath of Office at 7:02 p.m. Commissioner Fry was recently <br /> appointed by the City Council as the newest member of the Hugo Planning Commission. <br /> Approval of Minutes for the Planning Commission Meeting of August,23, 2018 <br /> Commissioner Derr made a motion, seconded by Commissioner Tjernlund, to approve minutes for the meeting <br /> of August 23, 2018. <br /> Six Ayes and one abstain by Commissioner Lessard, to approve minutes for the meeting of August 23, 2018. <br /> Motion carried. <br /> Public Hearing for Conditional Use Permit(CUP) for Scott Kersten at 5725 14811 Street <br /> Juba introduced the CUP for Scott Kersten for the property located east of Highway 61 and south of 1481h <br /> Street. The property is currently zoned as Central Business (C-1). The CUP will be used for the expansion of a <br /> legal non-conforming use of an automotive sale and repair business. The applicant has applied for a CUP in <br /> order to perform auto sales, auto body repair, and outside vehicle storage. These uses are permitted within the <br /> General Business District (C-2) with approval of a CUP. <br /> Juba also notes that there can be a total of 68 spaces for the property if the applicant chooses to pave and stripe <br /> the gravel parking area located on the proposed property. Juba also lists the CUP requirements which the <br /> applicant must follow. These requirements include the indoor storage of waste containers and adhering closely <br /> to the submitted site plan. Large vehicle haulers will also be prohibited from accessing the property and will not <br /> be allowed to park on the surrounding roads. <br /> Commissioner Arcand asked if the CUP would apply to the property at 5725 148t' Street. <br /> Chair Kleissler confirmed that the CUP would apply to the property at 5725 148a' Street. <br /> Commissioner Luchsinger requested to know who will be deciding an expansion in parking spaces for the <br /> property. <br /> Juba responds by stating that an expansion in parking spaces on the property would be considered if there was a <br /> complaint about a lack of parking or any other parking complications on the property. Therefore, the City would <br /> be determining if additional parking is needed for the property. <br /> Commissioner Fry asked why the CUP is for wholesale only. <br /> Juba responds by stating that staff catered to CUP to allow wholesale and retail. <br />
