Planning Commission <br /> September 13,2018 <br /> Page 2 <br /> Commissioner Fry also asks if the fencing around the property will be chain-link or opaque. <br /> Juba responds by saying that the fencing will be chain-link. <br /> Chair Kleissler gave the applicant the opportunity to address the Planning Commission. <br /> Scott Kersten of 16332 Harrow Avenue North, approached the podium. Kersten assures the Commission that <br /> traffic at the property will be much less than the current traffic located at Kersten's other shop location. <br /> Chair Kleissler opens the public hearing at 7:17 p.m. <br /> Chair Kleissler closes the public hearing at 7:17 p.m. <br /> Commissioner Luchsinger makes a motion, seconded by Derr, to approve the CUP. <br /> All Ayes. Motion Carried. <br /> New Business <br /> Giguere introduced the use of an alternate Planning Commissioner. Giguere stated that during the selection <br /> process in which the City Council filled the vacant positions within the various Commissions including the <br /> Planning Commission, there were still some candidates that the Council wanted to keep involved within the <br /> community. <br /> City Council authorized staff to review and possibly revise ordnances and bylaws for each commission to allow <br /> the use of an alternate member. The main purpose of an alternate member would be to fill in for absent <br /> members during regular meetings. Giguere also explains that the alternate member would only be able to vote if <br /> they were filling in for an absent member. The alternate member would sit at the Dias and engage in discussion <br /> with other members. The alternate members would also vote at the same time as the other Commission <br /> members. <br /> Giguere states that staff recommends the Planning Commission allow the revision of the Commission's <br /> ordinance to allow the use of an alternate member. <br /> Commissioner Luchsinger agrees that the use of an alternate member is a good idea. <br /> Commissioner Arcand agrees. <br /> Commissioner Tjernlund makes a motion to approve the revision of the Commission's ordinance with the <br /> condition that staff have the ability to adjust the ordinance to address any technicalities that may arise as a result <br /> of using an alternate Commission member. <br /> Commissioner Luchsinger seconded. <br /> All Ayes. Motion Carried. <br /> Adiournment <br />
