5.5.2. Policies <br />1. Policies in areas such as volume management and water quality reduce the <br />degradation of wetlands which preserves them as areas of groundwater recharge. <br />2. The City of Hugo will continue to take responsibility of local governmental unit (LGU) <br />duties for wetland management in conformance with Wetland Conservation Act <br />(WCA). <br />3. Prior to any site development activities, the City will require a site inspection to <br />identify the location and extent of any wetlands present. The proponent of the site <br />development shall have the burden of providing to the City a report showing the on - <br />site inspection and delineation of all wetland areas by a qualified consultant. If any <br />wetland encroachment is proposed, wetland values and impacts will be evaluated on <br />a case by case basis in conformance with the rules associated with WCA and those <br />of the watershed district. A functions and values assessment utilizing the Minnesota <br />Routine Assessment Method for Evaluating Wetland Functions (MnRAM) will be <br />required for all proposed wetland alterations. In addition to the MnRAM analysis, <br />wetland dependency on groundwater will be completed to identify the management <br />classification and subsequent requirements of the wetland. For any alteration of a <br />wetland not regulated by WCA, a functions and values assessment must be <br />completed. If it is determined that the functions and values of the wetland will be <br />diminished, replacement must be at a 1:1 ratio. <br />4. Any review of a proposed wetland encroachment will initially address the issue of <br />avoidance. It will be the City's policy that prior to allowing any wetland encroachment, <br />all reasonable attempts to avoid such alteration must be demonstrated. This <br />avoidance review must also consider the reasonableness of the no build alternative. <br />5.6. Erosion and Sediment Control <br />5.6.1. Goal <br />Protect the capacity of the City's stormwater management system and local waterbodies by <br />preventing erosion and sedimentation from occurring and correcting existing erosion and <br />sedimentation problems. <br />5.6.2. Policies <br />1. Hugo's policies reduce runoff volume which prevents erosion in streams by <br />preventing increases in stream flow. <br />2. Erosion and sedimentation control plans shall be reviewed and enforced by the City <br />of Hugo for all new developments, redevelopments, and additions to existing sites. <br />These plans shall conform to the general criteria set forth in the Minnesota Pollution <br />Control Agency Division of Water Quality Document "Protecting Water Quality in <br />Urban Areas" and Met Council's "Minnesota Urban Small Site BMP Manual". The City <br />will also consider the Minnesota Stormwater Manual. <br />3. The City may prohibit work in areas having steep slopes and high erosion potential <br />where the impacts of significant erosion cannot be protected against or mitigated in <br />accordance with the City of Hugo erosion control ordinances.
