4. Erosion and sediment control measures must be installed prior to land altering <br />activities and these measures must routinely inspected and maintained by the owner <br />during the project until final turf and ground cover is established as documented in <br />"Protecting Water Quality in Urban Areas" (MPCA 2000). The owner will inspect <br />project sites after every rainfall event exceeding 0.5 inches and implement erosion <br />and sediment control measures addressed as needed. The construction of the <br />project must be phased to minimize disturbed areas and removal of existing <br />vegetation until necessary for project progress. <br />5.7. Groundwater <br />5.7.1. Goal <br />Protect the quality and quantity of groundwater resources including groundwater dependent <br />natural resources. <br />5.7.2. Policies <br />1. The City of Hugo has adopted a "Reduce, Reuse, Replenish" strategy for the usage <br />of water. This strategy will reduce the impact on aquifer draw down and allow for <br />increased aquifer recharge. The City is interested in strategic direct injection <br />infiltration and stormwater based irrigation practices and will coordinate with the <br />DNR, MPCA, and EPA on any such projects. <br />2. The City of Hugo understands that a groundwater problem has been identified in the <br />Northeast Metro. The City of Hugo will cooperate with appropriate agencies to <br />facilitate appropriate studies and acknowledges the delineated groundwater <br />management areas as defined in the North and East Metro Groundwater <br />Management Area Plan. <br />3. The City of Hugo will continue to implement stormwater reuse projects to reduce the <br />amount of groundwater pumped for irrigation. <br />4. The City of Hugo will take leadership in measures to replenish regional groundwater <br />aquifers and provide assistance to State and other governmental agencies as they <br />seek to resolve regional groundwater issues. <br />5. Hugo will champion regional efforts at implementing an aquifer storage and recovery <br />system. <br />6. Hugo will promote and coordinate with other agencies the continuation of existing <br />groundwater monitoring, inventorying, or permitting programs. <br />7. Hugo encourages the development of spill prevention, control, and counter measure <br />plans that are consistent with State and/or Federal regulations for industrial facilities <br />within its borders and for its own facilities, as well. <br />8. The City will encourage preservation of wetlands, ponds, and parks to encourage <br />infiltration of precipitation in areas where land use is not anticipated to adversely <br />affect surface water runoff. <br />9. The City of Hugo will partner with Washington County and the Department of Health <br />(MDH) to ensure that all unsealed or improperly abandoned wells within the <br />watershed are properly sealed. Technical requirements for the abandonment of these <br />wells will be in conformance with the MDH Water Well Code. <br />SECTION 5 ' <br />
