5.10. Public Ditch Systems <br />5.10.1. Goal <br />Provide a mechanism through which public ditch systems will be managed. <br />5.10.2. Policies <br />1. The City will work with the RCWD to ensure adequate inspection, maintenance and <br />repair of all public ditches within the City. <br />2. The City of Hugo prefers the development of municipal drainage systems whenever <br />possible to the development of private drainage systems. Design of drainage <br />systems shall be consistent with existing drainage systems, including tile lines, and <br />avoid causing adverse impacts to properties upstream and downstream. Existing <br />drainage systems will be protected and drainage rights maintained. <br />3. The City of Hugo will maintain ditches in conformance with the policies in this WRMP <br />and City ordinances. <br />4. Judicial Ditch #2 will be managed in accordance with the agreement between the City <br />of Hugo and the RCWD, as well as statutory requirements. <br />5.11. Maintenance and Inspection <br />5.11.1. Goal <br />The City will continue an active storm sewer system maintenance and inspection <br />program per the MS4 permit requirements. <br />5.11.2. Policies <br />1. The City will follow the stormwater maintenance plan as outlined in the MS4 permit. A <br />copy of the MS4 application for reauthorization is included in Appendix B. This plan <br />has been developed to assure that the retention/treatment basin clean out and <br />maintenance will be addressed to the extent that is feasible and practical. <br />Infrastructure to be inspected includes outfalls, water quality BMPs, and stormwater <br />ponds. <br />2. All new and redeveloped stormwater management structures and facilities shall be <br />maintained in perpetuity either through dedication of the facilities to the City through <br />an easement or through a maintenance agreement between the landowner and the <br />City. <br />3. The City will implement the Stormwater Asset Management Program (SWAMP) that <br />identifies and prioritizes pond maintenance activities and BMP inspections. This <br />program will need to be updated regularly to result in an updated prioritization of <br />pond inspection and maintenance activities. This program uses construction as- <br />builts, pond inventory, drainage areas, field inspections, and storm sewer maps to <br />rank BMPs based on cost/benefit pollutant removal efficiency. Basins are prioritized <br />based on a set of parameters and a schedule can be determined for maintenance <br />needs. The program is continually updated to include new BMPs, updated <br />stormwater infrastructure, or changed drainage areas.
