10. The City of Hugo will implement their adopted wellhead protection plan in accordance <br />with State requirements. The City will balance the need for infiltration with the need <br />for protection of vulnerable wellhead areas. The City's current Wellhead Protection <br />Plan can be found in Appendix G. Figure 14. Appendix A showcases the Drinking <br />Water Supply Management Areas. <br />5.8. Recreation, Habitat and Shoreland Management <br />5.8.1. Goal <br />Protect and enhance fish and wildlife habitat and recreational opportunities. <br />5.8.2. Policies <br />1. The City of Hugo will work with and support to the maximum extent practical the <br />efforts of Minnesota DNR, the US Army Corps of Engineers, the EPA, the US Fish <br />and Wildlife Service, the watershed districts, and other appropriate agencies in <br />promoting public enjoyment and protecting fish, wildlife, and recreational resource <br />values in the City. <br />2. Preserve wetlands that provide habitat for wildlife and spawning of fish. <br />3. The City will encourage land owners to maintain wetlands and open space areas for <br />the benefit of wildlife. <br />4. The City will enforce its wetland protection district ordinance. <br />5.9. Education and Public Involvement <br />5.9.1. Goal <br />Increase public awareness, understanding and involvement in water and natural resource <br />management issues. <br />5.9.2. Policies <br />1. The City will prepare and distribute a mailing to city residents a minimum of one time <br />per year that provides information on pertinent water management issues. This <br />mailing will provide an opportunity for residents to participate in watershed <br />management activities. <br />2. The City will implement the public education requirements of NPDES Phase II. A <br />copy of the description of the program to be implemented by the City is included in <br />the MS4 SWPPP Application for Reauthorization located in Appendix B. <br />3. Coordinate education efforts with watershed districts within the City where <br />appropriate. <br />4. Hugo will highlight within its education materials its commitment, and successes, in <br />reducing and reusing stormwater runoff and preserving and replenishing regional <br />groundwater resources. <br />SECTION 5 ' . • <br />
