Vill. IMPROVEMENT PROJECTS — DESIGN CONSIDERATIONS <br />A number of potential improvement projects have been identified for potential inclusion <br />in the City of Hugo or the Rice Creek Watershed District Capital Improvement Plan. <br />Generally the projects included in this list were found to be feasible to construct based on <br />the following considerations: <br />• Property owner may be receptive to work on property <br />• Soil suitable for BMPs <br />• Proposed land use practice compatible with BMPS <br />• Topography in area suitable for cost-effective construction of BMPs <br />• Flood plain considerations will not inhibit the ability of BMPs to be constructed <br />• Vegetation on site is suitable for BMP implementation <br />• Site suitable for cost-effective implementation of BMPs <br />• Other considerations as identified <br />In addition to the feasibility level considerations listed above, a number of design <br />assumptions needed to be defined for each of the BMPs in order to properly evaluate <br />their cost to construct and water quality benefits. <br />A listing of the design assumptions used for the BMPs considered are provided below: <br />Water Reuse — Irrigation <br />• Typical irrigation rate 1-3" per week <br />• 2-6 acre feet per acre could be removed annually <br />• One pound of phosphorus removed per acre foot of water infiltrated <br />• Average cost for construction: $15,000 per acre irrigated <br />• Annual cost for operation and maintenance: $1,000 per year per system location <br />plus 2.5% of Capital Cost. <br />Water Reuse — Infiltration <br />• Typical infiltration rate of 0.5-l" per hour <br />Based on a single trench 1000' long and having an effective infiltration width of <br />10', per 1000' section at 1" per hour, this section could infiltrate 80 acre feet in <br />180 days. <br />CIP for Storm Water Projects Within the City of Hugo <br />City of Hugo, MN <br />WSB Project No. 1687-85 <br />Page 21 <br />
