G.12 Approve Resolution Restricting Parking on 130" Street from TH61 to Goodview <br />Avenue <br />130th Street is proposed to be reconstructed as a 26-foot from face -of -curb to face -of -curb, urban <br />section roadway to comply with the design standards set forth by MnDOT as required by <br />Municipal State Aid (MSA) funding. As this segment along 130th Street is proposed to include <br />concrete curb and gutter, a resolution for Council consideration approves restricting parking <br />along both sides 130th Street from Forest Boulevard (TH 61) to Goodview Avenue to <br />accommodate the proposed roadway width of 26-foot as measured from face -of -curb to face -of - <br />curb. Staff recommends Council approve the resolution restricting parking along that portion of <br />130th Street. <br />G.13 Approve Lawful Gambling Exempt Permit for MN Waterfowl Association <br />The Minnesota Waterfowl Association has applied for a Lawful Gambling Exempt Permit to <br />conduct raffles at their event on Thursday, April 18, 2019. The event will be held at the Hugo <br />American Legion. Staff recommends Council approve the Lawful Gambling Exempt Permit for <br />the Minnesota Waterfowl Association. <br />G.14 Approve Appointment of Colin Emans as Training Captain on the Fire Department <br />Fire Chief Kevin Colvard has selected Colin Emans to be the new Training Captain. Staff <br />recommends Council approve Colin Emans as the Training Captain effective February 1, 2019. <br />G.15 Approve Appointment of Ross Hoernemann as Administrative Captain on the Fire <br />Department <br />Fire Chief Kevin Colvard has selected Ross Hoernemann to be the new Administrative Captain. <br />Staff recommends Council approve Ross Hoernemann to be the Administrative Captain effective <br />February 1, 2019. <br />G.16 Approve Resolution Consenting to Rice Creek Watershed District Ditch Maintenance <br />At its December 17, 2018, meeting, Council listened to a presentation from the Rice Creek <br />Watershed District on the planned maintenance to Judicial Ditch 3 and Judicial Ditch 2, <br />Branches 1 and 2. An informational meeting was held at City Hall on January 28, 2019, to <br />provide the public information on this project. State Statute grants RCWD the authority to do <br />this maintenance in accordance with the Watershed Law, rather than the drainage code in State <br />Statute, subject to concurrence by the City Council. Under the Watershed Law, costs would be <br />paid from general taxes throughout the RCWD rather than benefitted lands assessment as <br />traditionally required under state statute. Staff recommends Council approve the resolution <br />consenting to the drainage proceedings for the ditch maintenance under the Watershed Law. <br />G.17 Approve Resolution Approving Adelaide Landing 3rd Addition Final Plat and <br />Development Agreement <br />The Excelsior Group is requesting approval of a final plat in order to plat 22lots and 1 outlot for <br />Adelaide Landing 3rd Addition. The City Council reviewed the preliminary plat and PUD for <br />
