Every two years, the MPCA updates information in <br />the approved statewide mercury TMDL by adding any new impaired waters or those that have been delisted. <br />The locations of these impaired water bodies are shown on the water resource problem <br />areas map, Figure 8, Appendix A. <br />As noted above, the City is located near Peltier Lake which receives runoff from the City <br />of Hugo. As part of the approved Peltier Lake and Centerville Lake TMDL, the City has <br />been assigned a Waste Load Allocation (WLA). Wasteload allocations are discussed in <br />Section 4 of this WRMP. <br />The Upper Mississippi River Bacteria TMDL was developed to protect numerous stream <br />reaches within the Upper Mississippi River Corridor from impairment due to E.coli. <br />Although the City of Hugo has no direct drainage to the Mississippi River, all cities within <br />Rice Creek Watershed are required to implement actions to address this TMDL. <br />In addition to the water bodies listed above, the City is upstream of the St. Croix River. A <br />TMDL plan for the St. Croix River been adopted, and the City will be required to <br />implement that management plan. The City is also upstream of White Bear Lake which is <br />listed as impaired for Aquatic Consumption. <br />2.6.3. Shoreland <br />The City of Hugo has adopted a Shoreland Overlay District, a copy of which is located in <br />Appendix C. This ordinance requires setbacks from shoreland areas and limits the type <br />of development, amount of impervious, and use of the City's shoreland areas. <br />2.6.4. Floodplain <br />The City of Hugo has adopted a floodplain management ordinance. A copy of these <br />regulations is located in Appendix C. This ordinance generally regulates developments, <br />land alterations and uses within each of the floodway, flood fringe, and general floodplain <br />districts. Where defined, floodplain elevations will be measured from Atlas 14 floodplain <br />elevations instead of Technical Paper — 40 elevations. When multiple floodplain <br />elevations exist, the floodplain administrator will review the most appropriate elevation. A <br />copy of the permit checklist with relation to floodplains can be found in Appendix F. <br />2.6.5. Wetland Inventory <br />There are approximately 584 acres of protected wetlands in the City of Hugo. The City of <br />Hugo has adopted a Wetland Protection District Ordinance, included in Appendix C. <br />Wetland inventories have been completed by U. S. Fish and Wildlife Service as published <br />on the National Wetland Inventory Maps, and by the Minnesota Department of Natural <br />Resources (DNR) as published in their Protected Waters Inventory. These wetland <br />inventories will be utilized to assist in determining if a wetland is present on a given <br />parcel of property within the City. These wetland inventories are located in Figure 5, <br />Appendix A. The City's 2040 Comprehensive Plan provides additional information on the <br />wetland inventory. <br />SECTION 2 <br />
