3. AGENCY COOPERATION
There are a number of local, state, and federal agencies that have rules and regulations related to
stormwater management. The City recognizes the roles of these other agencies and will cooperate,
coordinate, and when possible partner with these entities.
This Plan is in conformance with but does not restate all other agency rules that are applicable to
stormwater management. The following agencies deal with or regulate stormwater throughout the City:
• Rice Creek Watershed District
• Brown's Creek Watershed District
• Carnelian-Marine-St.Croix Watershed District
• Washington County
• Washinaton Conservation District
• Minnesota Department of Health
• Metropolitan Council
• Minnesota Pollution Control Agency
• Board of Water and Soil Resources
• Wetland Conservation Act
• Minnesota Department of Natural Resources
• US Army Corps of Engineers
• Minnesota Department of Agriculture
• US Fish and Wildlife Service
• Minnesota Environmental Quality Board
While these other entities' rules, policies, and guidelines are not all restated in this Plan, they are
applicable to land use, projects, programs, and planning within the City. The MPCA Minnesota
Stormwater Manual, which is a document intended to be frequently updated, is also incorporated by
reference into this Plan and can be found on the MPCA website.
SECTION 3
