4. ASSESSMENT OF PROBLEMS AND ISSUES <br />Outlined below is an assessment of existing and potential water resource -related problems that are <br />known at this time. These problems have been identified based on an analysis of the land and water <br />resource data collected during the preparation of this plan and through information provided by the City, <br />its residents, and the watershed organizations. A description of any existing or potential problem within <br />the City has been listed and potential future corrective actions have been incorporated into an <br />implementation plan. Refer to Figure 7, Appendix A for the location of many of the problem areas <br />discussed below. <br />4.1. Judicial Ditch #2 and Judicial Ditch #3 <br />Problem 4.1.A Judicial Ditch (JD) #2 and Judicial Ditch #3 require ongoing routine maintenance. <br />Corrective Action 4.1.A The City of Hugo entered into a MOU with the RCWD regarding the <br />maintenance of JD #2 in 2017, which expires in 2021. The City will work with the RCWD to retain <br />that agreement. <br />The City is also interested in assuming minor maintenance responsibilities of Judicial Ditch #3. <br />The City will work with RCWD on additional measures needed. <br />4.2. Water Quality Problems <br />Problem 4.2.A Within the City of Hugo, degradation in surface water quality has been noted at <br />Bald Eagle Lake, Peltier Lake, and Hardwood Creek. <br />Corrective Action 4.2.A A TMDL has been completed for Bald Eagle Lake, Peltier Lake, and <br />Hardwood Creek. Waste Load Allocations (WLAs) as part of the implementation plans associated <br />with each TMDL will be followed to improve existing water quality problems. The Bald Eagle Lake <br />TMDL assigned the City of Hugo a WLA of 125 pounds of total phosphorus (TP) per year (47 <br />pounds direct from Bald Eagle and 78 pounds associated with JD #1). <br />The Hardwood Creek TMDL allocates 8,000 pounds per year of phosphorus reduction for all MS4 <br />entities that contribute to the creek. The City was not assigned a specific numeric goal but must <br />show progress towards helping to achieve the overarching 8,000 pounds per year goal. The City <br />will continue to administer their stormwater management ordinances to meet the requirements of <br />this TMDL and will collaborate with RCWD to complete streambank restoration projects identified <br />in Table 6-1. <br />The Peltier TMDL lists a reduction of 943 pounds of total phosphorus per year. Similar to the <br />Hardwood Creek TMDL, the Peltier Lake TMDL lists the City of Hugo as one of a number of MS4 <br />entities which contribute to Peltier Lake and as such the City must contribute to the overall <br />reduction goal. <br />To meet these TMDL requirements, the City has created the Capital Improvement Plan for <br />Stormwater Projects (Appendix D), which contains the following projects: <br />• Oneka Ridge stormwater reuse system contributed to a measured reduction of 21.5 pounds <br />per year of phosphorus in 2015. This system has been constructed. This project helps meet <br />TP reductions for the Bald Eagle Lake TMDL. <br />• Beaver Ponds was constructed the summer of 2016 and has an expected phosphorus <br />reduction of 9.2 pounds per year*. This project helps meet TP reductions for the Bald Eagle <br />Lake TMDL. <br />SECTION 4 ' . • <br />
