Hugo City Council Meeting Minutes for February 4,2019 <br /> Page 5 of 8 <br /> Approve Lawful Gambling Exempt Permit for MN Waterfowl Association <br /> The Minnesota Waterfowl Association had applied for a Lawful Gambling Exempt Permit to <br /> conduct raffles at their event on Thursday, April 18, 2019. The event will be held at the Hugo <br /> American Legion. Adoption of the Consent Agenda approved the Lawful Gambling Exempt <br /> Permit for the Minnesota Waterfowl Association. <br /> Approve Appointment of Colin Emans as Training Captain on the Fire Department <br /> Fire Chief Kevin Colvard had selected Colin Emans to be the new Training Captain. Adoption of <br /> the Consent Agenda approved Colin Emans as the Training Captain effective February 1, 2019. <br /> Approve Appointment of Ross Hoernemann as Administrative Captain on the Fire <br /> Department <br /> Fire Chief Kevin Colvard had selected Ross Hoernemann to be the new Administrative Captain. <br /> Adoption of the Consent Agenda approved Ross Hoernemann to be the Administrative Captain <br /> effective February 1, 2019. <br /> Approve Resolution Consenting to Rice Creek Watershed District Ditch Maintenance <br /> At its December 17, 2018,meeting, Council listened to a presentation from the Rice Creek <br /> Watershed District on the planned maintenance to Judicial Ditch 3 and Judicial Ditch 2, <br /> Branches 1 and 2. An informational meeting was held at City Hall on January 28, 2019, to <br /> provide the public information on this project. State Statute grants RCWD the authority to do <br /> this maintenance in accordance with the Watershed Law, rather than the drainage code in State <br /> Statute, subject to concurrence by the City Council. Under the Watershed Law, costs would be <br /> paid from general taxes throughout the RCWD rather than benefitted lands assessment as <br /> traditionally required under state statute. Adoption of the Consent Agenda approved <br /> RESOLUTION 2019-6 FOR APPROVAL TO CONDUCT DRAINAGE PROCEEDINGS FOR <br /> ANOKA-WASHINGTON JUDICIAL DITCH 3 and WASHINGTON JUDICIAL DITCH 2 <br /> BRANCHES 1 & 2 UNDER THE WATERSHED LAW. <br /> Approve Resolution Approving Adelaide Landing 3rd Addition Final Plat and Development <br /> Agreement <br /> The Excelsior Group had requested approval of a final plat in order to plat 22lots and 1 outlot for <br /> Adelaide Landing 3rd Addition. The City Council reviewed the preliminary plat and PUD for <br /> Adelaide Landing at its May 1, 2017 meeting. The City Council approved the final plat for the <br /> first phase of the development consisting of 81 residential lots and 70 residential Lots in the <br /> second phase. This final plat request will plat 22 additional lots from the Adelaide Landing <br /> preliminary plat. The lots meet the minimum lot standards and requirements outlined in the <br /> regulations for the Adelaide Landing PUD. Adoption of the Consent Agenda approved <br /> RESOLUTION 2019-7 APPROVING A FINAL PLAT AND DEVELOPMENT AGREEMENT <br /> FOR OP5 ADELAIDE, LLC FOR ADELAIDE LANDING 3rd ADDITION. <br />
