Hugo City Council Meeting Minutes for February 4, 2019 <br />Page 3 of 8 <br />Approval of Claims <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br />Approve Annual Performance Review for Public Works Worker Neal Nelson <br />Neal Nelson was hired on January 3, 2017, as a Public Works Worker. Adoption of the Consent <br />Agenda approved the Annual Performance Review Neal Nelson. <br />Approve Agreement with Northeast Youth and Family Services <br />Northeast Youth and Family Services (NYFS), located in White Bear Lake, has been providing <br />counseling services to youth and families in the City of Hugo for many years. The City had paid <br />NYFS $6,000 annually since the year 2009, and NYFS would continue providing service at that <br />amount. Adoption of the Consent Agenda approved the agreement with NYFS for counseling <br />services for 2019. <br />Approve Agreement with Lakes Center for Youth & Families, Inc. <br />The Lakes Center for Youth & Family Services, located in Forest Lake, has been providing <br />counseling services to youth and families in the City of Hugo for many years. The <br />City had paid the Lakes Center $6,000 annually since the year 2009, and the Lakes Center will <br />continue providing service at that amount. Adoption of the Consent Agenda approved the <br />agreement with Lakes Center for counseling services for 2019. <br />Approve CUP Review for Tom and Joanne Benick - 5777 165th Street North <br />Thommes and Thomas Land Clearing, operated by Tom and Joanne Benick, has a conditional <br />use permit (CUP) to allow for the processing and storage of firewood, recycling of tree waste, <br />and wood chipping at 5777 165th Street North. Staff visited the property on January 2, 2019, and <br />was not aware of any complaints or violations on site. The Planning Commission considered this <br />at their meeting on January 24, 2019, and recommended approval of the review of the CUP. <br />Adoption of the Consent Agenda approved the review of the CUP for Tom and Joanne Benick. <br />Approve CUP Review for Kieger Enterprises - 5885 165th Street North <br />Kieger Enterprises has a conditional use permit (CUP) to operate an environmental clean-up <br />business, garden center, and landscaping supply business for property located at 5885-165th <br />Street North. Upon inspection of the property on October 22, 2018, staff observed that an <br />additional building was constructed on the property without a building permit. Staff <br />recommended renewal of the CUP for Kieger Enterprises with the condition that the building is <br />removed from the property prior to June 1, 2019. At its January 24, 2019, meeting the Planning <br />Commission considered the review of the (CUP) and recommended approval of the resolution <br />with the condition that the non -compliant building be removed prior to June 1, 2019. Adoption <br />of the Consent Agenda approved RESOLUTION 2019-3 APPROVING THE RENEWAL OF <br />THE CONDITIONAL USE PERMIT FOR KIEGER ENTERPRISES INC LOCATED AT 5885 <br />165TH STREET NORTH. <br />
