�7 <br />El <br />• As a result of discussions on population projects with the Metropolitan Council, staff revised <br />the Comprehensive Plan document to clearly acknowledge the Met Council 2040 forecasts <br />for population, households and employment. The draft was reviewed for clarity and directly <br />stated that Hugo is using the previous forecasts (2030, population of 40,000) because the <br />Met Council and the City have committed to property owners certain land use designations <br />and eligibility for municipal sewer and water by being within the MUSA boundary. To this <br />end, the document also utilized the 2020 employment forecast of 3,000 to reflect the most <br />recent employment estimate for Hugo. <br />• Additional graphics were inserted into the document, including a community designations <br />map and regional bike trials map that were produced by the Metropolitan Council. <br />• The text within Chapter 4: Housing Plan was reviewed to clarify references to adopted <br />housing policy and language was strengthened. An appendix to Chapter 4: Housing Plan <br />was also included. <br />• Language revisions were made to the Comprehensive Sanitary Sewer Plan, including <br />revisions and finalized population, household, and employment projections to complete the <br />2040 projected wastewater flows for areas that have been provided by the Metropolitan <br />Council and included in the plan, the assignment of 2040 growth forecasts for the trunk <br />sewer capacity analysis was finalized, and the assignment of 2040 growth forecasts by <br />Metropolitan interceptor facility were finalized. <br />• An updated appendix 4 for the Water Supply Plan (Appendix 9-1) was provided for Chapter <br />9: Comprehensive Water Supply and Distribution Plan, although it has not yet been <br />resubmitted to DNR. was revised to address forecast discrepancies and provide updated list <br />of planned improvements. An updated Appendix 4 was provided. <br />• Appendix 13-1: Capital Improvement Plan was reviewed to ensure consistency with all <br />updated language throughout the plan, particularly regarding growth management. <br />5. Next Steps <br />The Metropolitan Council will review the formally submitted Comprehensive Plan for compliance with <br />regional plans and either approve it or recommend changes to bring the plan into compliance with <br />regional plans. <br />After the Comprehensive Plan is approved by the Metropolitan Council, the City Council will adopt <br />the Comprehensive Plan. Then, the City will need to begin working on the adopted implementation <br />items, including an update to the Zoning Map and ordinances to ensure compliance with the <br />Comprehensive Plan. <br />6. Recommended Action <br />Adopt the attached resolution approving the 2040 Comprehensive Plan for Metropolitan Council <br />review. <br />This action requires a 3/5 vote of the City Council. <br />City Council - 2040 Comprehensive Plan Update <br />March 4. 2019 <br />
