• <br />• <br />• <br />• <br />• Language was generally reviewed for consistency, and updated to reflect additional tools and <br />changes in regional policies or planning efforts <br />• Language pertaining to ongoing or completed projects within the City of Hugo or Washington <br />County was updated to reflect the current project status <br />• General document cleanup was undertaken <br />A comprehensive response to affected jurisdiction comments and list of changes made to the <br />Comprehensive Plan in response is included as Attachment C. <br />The City of Hugo received a letter on June 1, 2018 from the Metropolitan Council providing feedback <br />on 2040 Comprehensive Plan. A comprehensive response to Metropolitan Council comments dated <br />March 4, 2019 will be submitted to the Metropolitan Council as part of our 2040 Comprehensive Plan <br />submittal (Attachment D). <br />City staff engaged in further discussion with the Metropolitan Council pertaining to forecasts for <br />population, households and employment for 2040. Staff attended an in -person meeting and <br />communicated additionally via e-mail correspondence. The Metropolitan Council adopted 2040 <br />forecasts of 29,000 population, 11,900 households, and 4,000 employment. However, because the <br />Metropolitan Council and the City of Hugo have committed to property owners certain land use <br />designations and to be eligible for municipal sewer and water by being within the MUSA, the City <br />advocated to continue to use previous forecasts of 40,000 population, 11,900 households and 4,500 <br />employment. These forecasts are from the previous 2030 Comprehensive Plan forecasts. The <br />Metropolitan Council agreed to allow the City of Hugo to continue to use the higher forecasts so long <br />as the comprehensive plan explicitly states that: <br />• The City of Hugo was using a previously forecasted population forecast from 2030, a <br />population of 40,000. <br />• The City is using the previous 2030 forecasts to honor commitments to property owners <br />relating to land use designations and municipal sewer and water eligibility <br />• The City of Hugo discourages leap frog development and the City will monitor growth in a <br />manageable way. <br />• Extension of utilities is development driven. <br />• The City of Hugo has the capacity and can serve approximately 425 units per year, but that <br />number would be decreased with the Met Council's forecast. <br />• Sewer districts depend on one another and the sequencing of sewer extensions is key. <br />• The forecasts do not have an impact on the Met Council system. <br />Based on the comments from the Metropolitan Council from the pre -review letter and further <br />discussions, the City of Hugo made the following primary changes to the draft of the Comprehensive <br />Plan: <br />Post submittal of the draft Comprehensive Plan to the City Council of the City of Hugo, the <br />Metropolitan Council posted new data on the Community Profile for Hugo. This data was <br />primarily sourced from the ACS 2013-2017. Per the request of the Metropolitan Council, City <br />staff incorporated all new data posted by the Metropolitan Council within the appropriate text, <br />tables, and charts. Changes were made by majority to Chapter 2: Community Background, <br />Chapter 3: Land Use Plan, Chapter 4: Housing Plan and Chapter 6: Parks Trails and Open <br />Space Plan. <br />City Council - 2040 Comprehensive Plan Update <br />March 4. 2019 <br />
