<br />Adjacent and Affected Jurisdictions Review
<br />As required by the Metropolitan Council, the City of Hugo provided a draft of the Comprehensive Plan to adjacent and affected
<br />jurisdictions for their review. These jurisdictions included the Housing Justice Center, the City of Forest Lake, the City of
<br />Columbus, the City of Scandia, the City of Grant, the City of Lino Lakes, May Township, White Bear Township, Anoka County,
<br />Ramsey County, Washington County, White Bear Lake School District, Browns Creek Watershed District, or Carnelian Marine
<br />St. Croix Watershed District, MN DNR, Forest Lake Area School District, Mahtomedi Public School District, MN DOT, Rice
<br />Creek Watershed District, Stillwater Area Public School District, and the All Parks Alliance for Change. The City adhered to
<br />the mandatory six-month review period.
<br />Responses from Jurisdictions:
<br />The City of Hugo received written responses from the Housing Justice Center, the Transportation Division of Anoka County,
<br />the City of Columbus, MN DNR, Forest Lake Area School District, the City of Lino Lakes, Mahtomedi Public School District,
<br />MN DOT, Rice Creek Watershed District, the City of Scandia, Stillwater Area Public School District, the All Parks Alliance for
<br />Change, and Washington County. The City included these letters in the 2040 Plan submittal to the Metropolitan Council.
<br />The City of Hugo did not receive written responses from the City of Forest Lake, the City of Grant, May Township, White Bear
<br />Township, Ramsey County, White Bear Lake School District, Browns Creek Watershed District, or Carnelian Marine St. Croix
<br />Watershed District.
<br />Summary of Changes, Housing Justice Center:
<br />Based on the comments from the Housing Justice Center, the City of Hugo made the following changes to the draft of the
<br />Comprehensive Plan:
<br />• Clarified the City of Hugo's approach to providing affordable housing
<br />• Modified "Chapter 4: Housing Plan" to provide clearer references to the City of Hugo's adopted housing policies
<br />• Updated the housing portion of "Ch. 13 Implementation Plan" to comply with requirements by the Metropolitan
<br />Council
<br />Summary of Changes, Anoka County:
<br />Based on the comments from the Transportation Division of Anoka County, the City of Hugo made the following changes to
<br />the draft of the Comprehensive Plan:
<br />• Revised the maps within "Chapter 8: Transportation Plan" to include a label for Anoka County at the western
<br />corporate boundary with Lino Lakes
<br />• Included the "Other Arterials" roadway type in the legend of the "Existing Functional Road Classification Map"
<br />• Revised the title of the "Existing Traffic Volumes Map" to include the year the traffic volume counts were identified
<br />• Verified, rounded and adjusted the label placements on the "Forecasted Traffic Volumes Map"
<br />Summary of Changes, MN DNR:
<br />Based on the comments from the MN DNR, the City of Hugo made the following changes to the draft of the Comprehensive
<br />Plan:
<br />• Revised "Park" to read "Parks and Wildlife Management Areas" on the "Greenway Corridor Map"
<br />• Revised the colors of "High -Quality Wooded Areas" and "Natural Wooded Areas" on the Greenway Corridor Map to
<br />increase legibility
