• The Plan should include data on the percentage or numerical value regarding the existing number of existing <br />single-family homes and multi -family homes. <br />City Response: The tables within the housing plan were updated to include the required data. <br />Housing: Guiding Land Use and Density <br />Summary of Comments for Completeness: Land guided to address the City's allocation of affordable housing need <br />for 2021-2030 is not sufficiently described for review. To be complete, the following items need to be addressed: <br />• The Plan needs to include a staging table indicating that the acres meant to address the need (specifically <br />High Density Residential and Mixed Use Residential) are expected to develop between 2021 and 2030. <br />• As noted in the Land Use section of this letter, there is inconsistent information about the High Density <br />Residential land use. On Page 60, the narrative says that HOR requires a minimum of 8 units/acre, but in <br />the summary to the right the minimum density is 6 units/acre. <br />• On page 83, the Plan describes the need for policies that will allow the opportunity for the development of <br />834 new affordable housing units between 2018 and 2040. The forecasted need for new affordable housing <br />of 834 new units is only for the decade 2021-2030. Land guided to address that need must also be shown <br />as expected to develop within that same decade to adequately address those units. <br />City Response: The plan and table were updated. <br />Affordable Housing Tools <br />Summary of Comments for Completeness: Tools that the City could consider to address housing needs are not <br />adequately described and do not include sufficient description of what types of housing needs the City would consider <br />using them to support, or, if applicable, when they would be considered. Mention of existing agencies that have housing <br />assistance is not sufficient. The specific tools available at those agencies (and others) must be described and the level <br />of local support of those tools (some of which require local match dollars, technical assistance, or formal support) must <br />be noted. <br />City Response: The text was updated to strengthen the language that references our adopted policy. We have added an appendix to <br />the Comprehensive Plan document outlining the City's Livable Communities Action Plan. <br />Summary of Comments for Completeness: Simply describing a tool that exists, or that a tool may be considered or <br />supported (with no sense of when or why). is not sufficient to let developers of affordable housing to know what <br />types of projects are worth engaging the City on. <br />The list of widely used tools that the City should consider to address its housing needs can be found at the following <br />link. <br />https://metrocouncil.org/Handbook/Files/Resources/Fact-SheeVHOUSING/Recognized- Tools-and- <br />Resources.aspx <br />City Response: See previous response. <br />Advisory Comment: All of the existing housing data (including the owner -occupied home values map) sourced from the <br />Metropolitan Council has been updated with 2016 data. The Council recommends reviewing the updated Existing Housing <br />Assessment on Hugo's community page in the Local Planning Handbook and updating any relevant data. <br />City Response: We updated the document with this information that was developed by the Metropolitan Council after our plan was <br />completed. <br />Corrin Wendell <br />March 4, 2019 <br />
