Advisory Comment: It is unclear if the statement on page 95 is meant to serve as a local fair housing policy. To <br />clarify, a local fair housing policy does not mean that the City's should or can manage or administer Fair Housing <br />complaints. A local fair housing policy rather ensures the City is aware of Fair Housing requirements with regard to <br />housing decisions and provides sufficient resources to educate and refer residents who feel their Fair Housing rights <br />have been violated. This can be as simple as having links to resources on the city'swebsite. <br />City Response: Noted. The text in this chapter was updated to strengthen the language that references our adopted policy. We have <br />added an appendix to the Comprehensive Plan document outlining the City's Livable Communities Action Plan. <br />Advisory Comment: The Council will require a local fair housing policy as a requirement to draw upon Livable <br />Communities Act awards beginning in 2019. We have added an appendix to the <br />Comprehensive Plan document outlining the City's Livable Communities Action Plan and included additional tools within the <br />Implementation Plan <br />Advisory Comment: The Council strongly encourages the Plan to address the extremely important need to protect <br />and support its manufactured home community. Rehabilitation resources, conversion to a co- operative (if not one <br />already), local notice -of -sale, or first -look provisions could be considered. <br />City Response: See previous response. <br />Advisory Comment: The Council strongly encourages the City to consider a mixed -income housing policy. Mixed <br />income policies have been adopted by Golden Valley, Brooklyn Park, Edina, and others. <br />Acknowledging this tool and committing to explore it could address many of the City's housing goals and is highly <br />recommended. <br />City Response: A Mixed -Income Housing Policy was added to the Housing Plan Implementation Strategies found within the <br />Implementation Plan. <br />Comments provided on Transportation (Russ Owen, 651-602-1739) <br />The Plan is incomplete for Transportation. To be complete the Plan will need to address the following items. <br />Regional Bicycle Transportation Network <br />Summary of Comments for Completeness: While the Plan discusses the Regional Bicycle Transportation Network, <br />it does not include a map showing the Tier 2 alignments.
