City Response: Additional detail was provided in the I/I Implementation section of the Comprehensive Sanitary Sewer <br />Plan. <br />Summary of Comments for Completeness: For new trunk sewer systems that require connection to the <br />Metropolitan Disposal System: <br />o A table that details the proposed time schedule for the construction of the new trunk <br />sewer system. <br />o Type and capacity of the treatment facilities, whether municipally or privately owned. <br />o Copies of the associated National Pollutant Discharge Elimination System or State <br />Disposal System permits. <br />City Response: The City is aware of one new trunk sewer that will require connection to MCES Interceptor 7029 in the <br />vicinity of its intersection with 165th Street. The new connection is development driven so an exact schedule is not <br />available at this time; however, the City anticipates that it will be needed in the next two years. <br />Summary of Comments for Completeness: Map or maps (GIS shape files or equivalent) showing the <br />following information: <br />o Location of sub -surface sewage treatment systems. <br />o Location of nonconforming systems or systems with problems. <br />City Response: Map 11-3 shows the locations of existing ISTS. The Washington County Comprehensive Wastewater Plan shows <br />the locations of nonconforming systems. <br />Comments Provided on Community and Subsurface Sewage Treatment Systems (SSTS) (Jim Larsen, <br />651-602- 1159) <br />Summary of Comments for Completeness: The Plan indicates that there are 1,078 SSTS currently in operation in the <br />City. Washington County administers the SSTS program for the City, carrying out all permitting, inspecting, <br />maintenance management, and enforcement. County SSTS Ordinance 196 is consistent with Minnesota Pollution <br />Control Agency Rules (Minnesota Rules Chapter 7080-7083) and Council 2040 Water Resources Policy Plan <br />requirements. <br />City Response: This section has been updated per Washington County review comments. <br />Advisory Comment: Council staff requests that the City confirm whether there are any private Community Wastewater Treatment <br />facilities operating in the City. <br />City Response: There are no private Community Wastewater Treatment Facilities in the City. <br />Comments Provided on Water Supply (Lanya Ross, 651-602-1903) <br />The Plan is incomplete for Water Supply. To be complete for review, the Plan needs to address the following issues: <br />Summary of Comments for Completeness: The City prepared a local water supply plan in 2017.
