Hugo City Council Meeting Minutes for March 18,2019 <br /> Page 6 of 8 <br /> Lakes staff(Mayor Reinert was unable to attend due to weather conditions) to discuss a joint <br /> project. Staff from both Lino Lakes and Hugo felt it was important that both projects move <br /> forward concurrently and that economies of scale would provide efficiencies resulting in lower <br /> project costs and would help with traffic patterns and maintenance needs. Mark explained the <br /> proposed improvements and the Joint Powers Agreement that would include both cities being <br /> responsible for their share of engineering and design cost and prorating fees bases on the <br /> percentage of construction costs. WSB would design the project on behalf of both cities, and <br /> since Lino Lakes has a larger share of the project, it was proposed they would be the primary <br /> holder of the construction contract. Lino Lakes approved the agreement at its March 11, 2019, <br /> City Council meeting, and Mark recommended Council approve the agreement also. Mark <br /> explained the cost would be $785,000, and Hugo would be responsible for 37% of the project, <br /> $295,000, and there would be no assessments for Hugo's share. Cost of improvements were <br /> discussed with Finance Director Ron Otkin, and since other projects came in under budget, the <br /> City could incorporate it into the road improvement program and use road improvement funds. <br /> No acquisition of right-of-way was anticipated. <br /> Weidt asked how it would be put out to bid, and Mark replied that the City would be on a similar <br /> track with the Lino Lakes. At Lino Lakes' next meeting, they will be requesting authorization to <br /> prepare plans and specifications, and Hugo would do the same at its next Council meeting. Lino <br /> Lakes would then accept bids and, prior to awarding the Contract, the City of Hugo can review <br /> them. <br /> Klein made motion, Petryk seconded, to approve RESOLUTION 2019-13 APPROVING <br /> JOINT POWERS AGREEMENT WITH THE CITY OF LINO LAKES 24TH <br /> AVENUE/ELMCREST AVENUE AND EAST CEDAR STREET. <br /> All Ayes. Motion carried. <br /> Update on Yellow Ribbon Network <br /> Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow <br /> Ribbon Network to date. Pictures were shown of airmen the YRN sends coffee to and a picture <br /> of refueling. There were also thank-yous for care packets and for blankets made by Oneka <br /> Elementary Students. Haas added that the soldiers like to use them for their movie nights. There <br /> was also a thank-you from Task Force Spartan. One hundred fifty soldiers returned from <br /> overseas after nine months in Kuwait. WSB had donated money for toiletries in care packages <br /> that were sent to them. Hamburger night is next week sponsored by the Arcand family and <br /> Oneka Ridge Golf Course. The YRN helped a solider connect with someone to assist with <br /> abasement flooding problem. <br /> Hugo Good Neighbor Food Shelf Pasta Dinner on Friday, March 22, 2019 <br /> City Administrator Bryan Bear reminded Council a meeting was scheduled to attend the Hugo <br /> Good Neighbors Food Shelf s 81h Annual Pasta Dinner on Friday, March 22, 2019, from 6-9 p.m. <br /> at the Hugo American Legion. This is a fundraiser to help feed over 175 families per month in <br /> the Hugo, Centerville, Lino Lakes, and White Bear Lake Area. <br />
