That <br />project has been very successful and well received by the HOA. It is reducing irrigation demand <br />on the Hugo potable water supply which is anticipated to average about 17 million gallons per <br />year. With additional planned opportunities for stormwater reuse in the area and increasing <br />appreciation of the benefits of stormwater reuse, an opportunity is now available to extend the <br />scope of the reuse system into what is being called Water's Edge Stormwater Reuse Phase II. <br />Phase II would be similar in size and scope to Phase I. It is estimated that it would serve 100 total <br />acres, irrigating approximately 42 acres of turf. This could result in additional savings of roughly <br />12 MG of potable water per year. The HOA has indicated interest in such a project, and the City <br />has procured an additional grant from Rice Creek Watershed District in the amount of $185,760 <br />to help fund a project expansion. The City of Hugo approved the Rice Creek Watershed District <br />Cost Share Agreement at the April 1, 2019, City Council meeting. Project costs are estimated to <br />be $350,000. To move this project forward, the additional steps are needed: <br />1. Council action to authorize the project <br />2. Preliminary meetings with project partners <br />3. Amendment or implementation of new agreements between the City and the Water's <br />Edge Home Owners Association to recover City costs over time <br />4. Development of the plans and specifications <br />5. Undertake a neighborhood meeting for area residents <br />6. Securing of contractors to complete the installations <br />7. Construction, inspection, project management <br />8. Project wrap up, final reporting <br />This work plan is similar to Phase I, and much of the work should be straightforward and efficient <br />given the experience gained during that project. If Council gives direction to move forward WSB <br />could begin work immediately, with a possible project delivery date of October 2019. <br />I am available at the Council meeting to provide a brief presentation of the experiences of the <br />Phase I project, as well as the potential benefits of Phase II. <br />Staff will be making arrangements for a ribbon cutting ceremony for the start-up of the Water's <br />Edge Phase I water re -use system and will coordinate with the City Council. <br />INGVFILES011Projects1013127-OOOXAdminlMeeting\041519 Authorize Plans and Specificationslwaters edge phase 2 memo to hugo.docx <br />
