Site plan and conditional use permit <br />for a three story approximately 80,000 square foot apartment building for the <br />property located north of Rosemary Way and west of Everton Avenue. <br />Frenchman Place 4th Addition Final Plat <br />DATE: April 11, 2019, for the City Council meeting of April 15, 2019 <br />ZONING: Medium Density Multiple Family Residential (R-5) <br />COMPREHENSIVE PLAN: Medium Density Residential (MD) <br />60-DAY REVIEW DEADLINE: April 15, 2019 <br />1. PLANNING COMMISSION UPDATE: <br />At its March 28, 2019, meeting the Planning Commission held a public hearing and considered <br />the requests. There were several people who spoke during the public hearing on a variety of <br />topics. The concerns were regarding building height, parks, parking, grading/drainage, flooding, <br />traffic, and affordable housing. <br />Staff stated that the developer would need to apply for a variance to have a building height of 38 <br />feet, where 35 feet is required by ordinance. The developer stated that the building height is a <br />result of comments from staff on the architecture, but they will work on reducing the height. <br />Staff concurred. The developer stated if they can't meet the building height requirements, they <br />would apply for a variance. <br />There were people who spoke with comments on the lack of parks in the area and asked if the <br />apartment project would have its own park. Staff stated that the area is intended to be served by <br />other parks in the areas, but recognizes that there is not a park in close proximity. Staff also <br />stated that the apartment project does include a small park to serve the residents. <br />
