Rosemary Apartments Site Plan and CUP <br />Frenchman Place 4th Addition Final Plat <br />Page 7 <br />The ordinance provides two ways of calculating the required amount of trees and shrubs. One <br />based on the square footage of the building and one based on the perimeter of the site, whichever <br />is greater. In order to meet the landscape requirements, 45 overstory deciduous trees, 45 <br />coniferous trees, 42 ornamental trees, and 140 shrubs are required to be installed. The developer <br />is proposing 62 overstory deciduous trees, 41 coniferous trees, 42 ornamental trees, and 140 <br />shrubs. The developer is substituting 4 of the required coniferous trees with 17 overstory <br />deciduous shade trees. It's in staff s opinion that this is a good substitution. Not only does the <br />developer exceed the number of shrubs that are required overall, they are providing several <br />additional ornamental grasses and perennials. The number of trees and shrubs meet intent the <br />landscape ordinance. <br />Although the landscape plan meets the ordinance in regards to counts, the developer shall revise <br />the landscape plan to comply with the following: <br />1. Landscaping shall be added to the north side of the building to screen the proposed <br />condensers. <br />2. The developer shall provide staff with planting details for landscaping proposed on the <br />slopes of the property. <br />Staff will continue to work with the developer on revisions to the landscape plan. <br />The developer is proposing the ground cover to be seeded with grass and the property will be <br />irrigated. <br />Lighting <br />The ordinance requires lighting to consist of cut-off fixtures. Light cast on adjacent property and <br />roads is not to exceed 1/2 foot candle measured at the property line or 1 foot candle measured at <br />the street's centerline. <br />The developer is proposing pole mounted cut-off light fixtures within the parking lot area. The <br />developer is also proposing wall mounted downcast cut-off light fixtures on the building. The <br />developer has provided examples of cut sheet for the lights, but has not decided on a final <br />product to install. Shields will be required on the proposed lights to reduce glare. Prior to the <br />installation, the pole and wall mounted fixtures will need to be reviewed and approved by staff. <br />Fencing and Screening <br />The developer is not proposing any fencing at this time. If fencing is proposed in the future, the <br />location and type shall be reviewed and approved by staff. <br />The developer is not showing the location of any roof top mechanical equipment. The ground <br />mounted is proposed on the north side of the building. Landscaping shall be added to the north <br />side of the building to screen the proposed condensers. <br />The trash enclosure is proposed to be interior to the building on the west side. <br />
