Rosemary Apartments Site Plan and CUP <br />Frenchman Place 41h Addition Final Plat <br />Page 8 <br />Streets and Access <br />The development as adequate access from Rosemary Way. <br />Trails/Sidewalks <br />There are sidewalks along both sides of Rosemary Way. The developer is showing a sidewalk <br />connection at Rosemary Way that goes north to the property. There is a sidewalk along the front <br />of the building. <br />The Comprehensive Plan does not show any proposed trails through the site. There are no trails <br />proposed with the development. <br />Building Architecture <br />In 2005, the City Council adopted the Multi -Family Design Guidelines and the developer has <br />provided building elevations and a building rendering for review. <br />The majority of the building will include cement board siding and shake siding, with accents of <br />rock face block and cast stone along the bottom, at the main entrance, and building corners. <br />There is a good color variation in the design. There seems to be a difference in the material <br />colors on the sample board of the colors shown on the building elevations. Staff will continue to <br />work with the developer on the building material colors. There will be a stone sill along the top <br />of the stone as the material transitions to cement board siding. The windows and doors will <br />include a white color frame around the edges and some windows include a header at the top. The <br />architecture includes a pitched roof with asphalt shingles. <br />The building has horizontal and vertical projections, which are encouraged by the Multi -Family <br />Design Guidelines. The sides of the building are broken up by the projections, windows, and <br />color variation. The peaked roof sections could be wider to create a more balanced design, as <br />they are tall and skinny and widening them will help breakup the fagade of the building. The <br />main entrance is on the south side of the building and includes a significant amount of cast stone <br />and a canopy with pillars, creating a clear main entrance. Staff recommends that cast stone be <br />added to the pillars for a more cohesive design. The developer has done a good job of wrapping <br />the cast stone around the corners of the building with the corner design elements. <br />The design guidelines state that buildings should be designed with high quality materials on all <br />sides of the building, consisting of stone and similar materials. There are window headers on <br />some of the windows on the 1st floor and where they are shown headers could be added to the 2nd <br />and 3rd floors to add balance and interest to the building. The north elevation (back of the <br />building) seems to be missing some of the architectural details, such as widow headers and cast <br />stone material the rest of the building includes. Staff recommends that the developer add <br />architectural elements and add the cast stone, to the north elevation to match the other elevations <br />of the building. Staff will continue to work with the developer on the architecture on that portion <br />of the building. <br />
