Rosemary Apartments Site Plan and CUP <br />Frenchman Place 41" Addition Final Plat <br />Page 11 <br />Park Dedication <br />The developer is proposing to install a private small park play area for its residents on the <br />property, southwest of the building. This does not satisfy the park dedication requirement. <br />The City Code requires either park dedication of 17 percent of the buildable land area or cash -in - <br />lieu of land (currently $2,400 per unit). Cash -in -lieu of land would be $108,000 at the current <br />rates ($2400 x 45 units). The Parks Commission considered accepting cash -in -lieu of land at its <br />March 20, 2019, meeting and recommended approval to the City Council. <br />Final Plat <br />The applicant is requesting approval of a final plat for Frenchman Place Yd Addition. This <br />project will plat one 1 from Outlot B, Frenchman Place consistent with the preliminary plat. <br />6. CONCLUSION: <br />The developer has done a good job with the overall site plan and the general design of the <br />building. Staff will continue to work with the developer on the required revisions to the plans <br />and architecture. <br />Staff finds that the proposal meets all the requirements necessary for the City to approve a site <br />plan, conditional use permit, and final plat as outlined in the City Code, if the conditions are met <br />in the attached resolution. <br />7. STAFF RECOMMENDATION: <br />Staff recommends approval of the site plan, conditional use permit, final plat applications subject <br />to the conditions listed in the attached resolution. <br />8. PLANNING COMMISSION RECOMMENDATION: <br />The Planning Commission generally liked the plans but had a few questions on the building <br />height, parking, drainage, and architecture. Most of the same answers above were provided. <br />The Planning Commission recommended approval of the applications, subject to the conditions <br />in the resolutions. <br />The vote was 6 to 1. The nay resulted from a concern that the project did not meet the <br />character of the area. <br />
