Proposed <br />drainage to the west will consist of entirely pervious surface. The site meets the City's <br />requirements for volume control, water quality, and rate control. Because the existing site is <br />already an upland area higher than the wetland elevations, flow within the wetlands for proposed <br />conditions will be unaffected. <br />Staff is currently working with the developer to finalize the technical design of the stormwater <br />management facilities, and will issue a permit for stormwater once the remaining items are <br />resolved. <br />The developer will be responsible for maintaining stormwater facilities and vegetation proposed <br />as a part of the project. A maintenance agreement between the City and the applicant shall be <br />reviewed and approved by the City then recorded against the property prior to the start of grading <br />activities on the site. <br />Water reuse is not being utilized on this project. The stormwater management facilities for this <br />project are filtration basins and do not have enough stormwater to irrigate the site. <br />The fire department recommended that the grading around the building be leveled out to provide <br />easier access for fire protection and rescue. <br />Utilities <br />City water and sewer utilities are available within Rosemary Way. The utilities are sufficient to <br />serve the development. <br />The developer will be responsible for the City's water and sewer trunk fees, as well as the water <br />(WAC) and sewer (SAC) connection fees to be paid at the time of the building permit. The <br />developer will also be responsible for the Met Council sewer connection fee. <br />The Fire Department is requiring that another hydrant be installed on the west side of the parking <br />lot. City staff will coordinate with the developer to finalize a location. <br />Wetlands <br />Wetlands that are present on the site have been delineated by the developer and the delineation <br />has been approved by the City. The site plan includes some wetland filling, which will require a <br />wetland replacement plan. The developer submitted a complete application related to their <br />wetland replacement plan, and it is under review by the Technical Evaluation Panel (TEP). The <br />replacement plan proposes using credits from the Rosemary mitigation site. A no -loss <br />application will be approved for impacts to incidental wetlands along the northern boundary of <br />their proposed grading since these are incidental wetlands resulting from the mitigation area <br />increasing site hydrology. It is anticipated that the application approval will be on the April 15, <br />2019, City Council agenda for consideration. <br />The developer shall dedicate a drainage and utility easement to the City over the wetland. <br />
