6R ,
'CR TEL
HITECT
DATE: March 6, 2019
TO: City of Hugo Scott Anderson
Bryan Bear
Mark Erichson
RE: PROPOSAL FOR PUBLIC WORKS DEPARTMENT STUDY
Good day to you all,
I really enjoyed our introductory meeting yesterday and appreciate the opportunity to work with the city of
Hugo. It helped that I was familiar with your building as I could better to respond to questions and offer advice.
Per our discussion, I mentioned that there is a baseline of information and services that, in my opinion, would
provide information to the council and staff to help prepare for the future and better understand the strengths and
limitations to the existing operation and site. This baseline would also include information on the costs involved
with an expansion or new facility. I have briefly listed these items below and attempted to provide these and
other more optional services along with a proposed fee.
As I mentioned at the meeting, this appears to be a straightforward and understandable process for our firm, as
we have done this type of thing so often in the past.
SCOPE OF WORK AND PROPOSED FEE
As a baseline, I would recommend that the following be provided to the city by our firm, should we be fortunate
enough to be hired to assist:
Review of the current site and building conditions
Photo -document the site/building and take measurements as needed
Prepare a program which would include current conditions along with current and future space needs,
equipment needs and minimum site sizes/conditions
Provide an analysis of current and future needs as a part of this program using current conditions and those 10
years and 30 years into the future
Meet with the Washington County Sheriff's department to determine their current and long-term needs
Meet with city officials on the current and future "Rice Lake Center" component.
Perform a site planning analysis and arrive at several planning options including long-term construction on site,
the same with a remote auxiliary building to help accommodate long-term needs and building a new facility on a
new site.
